Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Veterans Healthcare Administration (VHA), Network Contracting

Office (NCO) 10, in support of Medical Service (MS) at the Louis Stokes Cleveland Veterans Affairs Medical Center (CLE VAMC), Cleveland, OH.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Department of Veterans Affairs, CLE VAMC requires a purchase order for Gemini Workstations.

The Radiology service currently does not have the required equipment for deploying an inhouse teleradiology solution. Currently we rely heavily on teleradiology services from Riverside Radiology and the National Teleradiology Program. We are requesting home workstations and monitors according to the specifications of (NTP) so that we can have our radiologist who are on staff at the VA Northeast Ohio Healthcare System to have the capability to read radiology studies from home. This is critical for emergency coverage should something happen to our current teleradiology provider Riverside, but also will allow radiologist to work from home to eliminate study backlog. There is also the additional benefit of having these home workstations to potentially recruit for a remote teleradiologist for the CLEVAMC.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The OEM, Double Black Imaging, is uniquely qualified to provide based on the following:

This is an urgent requistion per FAR 13.106-1(a)1(iii). This procurement is urgent due to patient care. There is an influx of staff and not enough workstations.

Double Black Imaging is located in the USA where 100% of CFS Calibration SuiteTM software is developed. They perform all display/software integration and testing All Diagnostic displays are FDA 510(k) cleared for PACS.

Unique Characteristics of DBI Gemini "6G+" Diagnostic Workstations:

High Resolution and Luminance: Each 30" display offers 6 megapixels (3280 x 2048 resolution) with a 1300 cd/m² calibrated brightness, ensuring compliance with DICOM Part 14 standards for diagnostic image accuracy. This level of brightness enhances visibility of subtle grayscale differences, which is essential for detecting fine anatomical details in radiologic images.

High Contrast Ratio: A 2000:1 contrast ratio provides superior image clarity and delineation between shades of gray, which is critical for accurate interpretation of soft tissue, vascular structures, and pathology.

Dual and Single-Head Options: The Gemini line supports dual-head configurations, allowing simultaneous side-by-side comparison of multiple studies (e.g., current vs. prior exams), increasing diagnostic efficiency in radiology workflows.

Integrated Calibration Feedback System (CFS): Each unit includes DBI’s CFS software, which automates luminance calibration and quality assurance checks to maintain consistent image quality across all displays. This is especially important in remote settings where manual calibration is not feasible.

Hot Swap 5-Year Warranty: The Advanced Product Replacement (Hot Swap) warranty ensures rapid replacement of failed components, minimizing downtime for mission-critical radiology operations.

Compliance and Compatibility: These displays are engineered to integrate seamlessly with existing PACS (Picture Archiving and Communication System) and PowerScribe environments, ensuring immediate usability with minimal configuration.

Medical-Grade Build and Ergonomics: Designed specifically for diagnostic imaging, the Gemini "6G+" series is certified for continuous clinical use and built to medical-grade specifications for longevity and stability.

4. Description of market research conducted and results or statement why it was not conducted: Market research, as follows, was conducted by the Contracting Officer and the service to identify available domestic sources to meet the requirements:

Market research was not conducted due to the procurement being completed under FAR Per FAR 13.106-1(a)1(iii). This procurement is urgent due to patient care. There is an influx of staff and not enough workstations.
