3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
COVID 19 EMERGENCY:
Only One Responsible Source – The existing laboratory testing equipment is the only testing equipment that is available to provide testing. Only Biofire brand name testing reagents, supplies and support can provide can be used with the existing testing equipment. The uniformity, conformity and test results of the items is critical to produce a useful information for patient assessment and treatment. This will provide Ann Arbor VAMC Laboratory a high quality and trusted test result for patient care.
The purpose of this order is to expedite our method of obtaining a regular supply of testing materials. The current practice in place is to order boxes as they are needed. Each time an order is placed our facility is put in a queue based upon when the order was placed. Having a standing order would allow us to work directly with our local Rep Amy Prcela to have shipments sent to us as

VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 needed. The expediency in this process is necessary due to the inconsistencies with testing supplies related to Covid-19 testing.
Our primary Covid-19 testing is performed on site using Cepheid kits which are distributed to us in controlled/limited quantities. The Cepheid kits are used when test result are needed emergently.
Our secondary form of testing is sending swabs to University of Michigan’s Mlab and paying for each test which has a turnaround time on average of about 6-8 hours and cannot be used when results are needed urgently. Our backup external labs have a turnaround time of 4-8 days and are also of limited use for immediate testing. The 423738 Respiratory Panel 2.1 used with our onsite Biofire Torch Film Array System can produce the results of 6 tests at a time with a turnaround time of 1 hour. This makes the Biofire kits our only viable secondary testing option.
Biofire is the sole manufacturer and distributor of this product. Hospital owns Biofire Film Array Torch testing system which requires these kits to operate.
4. Description of market research conducted and results or statement why it was not conducted:
VIP was queried under NAICS 334516 and 104 concerns were found. A keyword search of “Biofire” along with NAICS code resulted in zero concerns. VA Rule of Two cannot be attained. Biofire is the sole manufacturer and distributor of this product.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
