Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Cincinnati VA Medical Center

This equipment is being requested by the Cardiolgy department of the Medicine Service Line at the Cincinnait VA Medical Center in Cincinnati, Ohio

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Rampart is a fully adjustable and portable radiation protection system that provides full bodied radiation proception for physicians, Radiology Technicians, Nurses and other staff members participating in fluoroscopy driven procedures. This systems allows for staff members to forego lead aprons during procedures and helps to eliminate the day to day wear and tear on the body associated with lead aprons and prolonged exposure to radiation.

Rampart consists of 3 pieces of equipment to complete the system

1. M1128 Radiation shield

2. M1128 Radiation Shielding soft accessory Kit

3. M1128 Radiation Shielding Center Mast Accessory

This equipment can be utilzaed for cardiology, radiology, and vascular procedures. Portability of the equipment enhances utilization and maximizes the benefits to staff members.

Estimated amount is $180,500

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This Radiation protection system is known to be the only source where multiple staff members are able to receive protection from radiation by one singular piece of equipment. Other vendors offer radiation procection to only one staff member, this device will protect multiple staff members simultaneously. This device is also paired on a portable platform to all easy access and portability.

4. Description of market research conducted and results or statement why it was not conducted: VIP queried using NAICS 339113 along with keywords “m1128 rtv” resulted in zero findings. GSA queried using keywords “m1128 rtv” returned zero findings. A search on FPDS showed these items were sole sourced from Rampart IC LLC.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. .
