DESCRIPTION AND SCOPE OF CONTRACT
The Contractor shall provide a complete aftermarket alteration of vehicles. The intent of awarded contracts is for a contractor to provide and install after-market components, accessories, and vehicle decals on Government-Furnished vehicles. These vehicles will be newly manufactured cab and chassis, sport utility vehicles, pickup trucks, or sedans.
The final product(s) shall be complete, fully operational, and certified vehicles. Special conditions and exact vehicle type will be noted when an order is placed. In the event of any dimensional inconsistencies with the vehicle as manufactured, specifications, standards, etc., the Contractor shall be responsible to assure proper fit and operation of the completed product.
Contractors are encouraged to utilize bio-based products and non-ozone depleting chemicals in production.
Use of recycled items or products made from recycled materials (or content) is subject to approval by the Contracting Officer. Contractor shall identify such products at least 10 days before items are purchased by the contractor to allow the Government time to determine if items are acceptable.
TECHNICAL SPECIFICATIONS – LAW ENFORCEMENT AND INVESTIGATION VEHICLES
General Requirements Contractor shall disconnect all internal lights and door chimes so they do not automatically activate when the door is opened. The operator should still be able to manually activate the internal lights at will. All lighting will be installed to achieve the maximum visibility possible.
Cut Out Switches - Contractor shall install a cut out for the rear tail lights and back up lights to one push button of the siren light control.
Wiring Specifications:
· Wire shall be of SXL (Cross Linked Polyolefin Insulated) XLP type and meet the following specifications:
· Ford (M1L-85A) & Chrysler (MS-5919) wire specifications, or similar to.
· Heat resistance rates according to SAE-J-1128
· Abrasion Resistance rating to meet or exceed MIL T-5438 The wiring harness/fuse panel shall be modular in design. It shall include all power wires & any trigger or activation wires so that no extra wires are outside the harness. This harness is to include all wiring, LED CORNER LIGHTS, rear light-kill wires, gunlock, scanner, etc. Additional labeled power wires shall be wired into the harness to facilitate future equipment upgrades. Future use power wires shall have fuse terminal locations pre-existing in the modular fuse panel. All fuse terminal connectors shall be crimped with a Molex connector and wired to run without interruption to the hardware it controls. No butt connectors or crimp caps shall be used in the harness. No push on terminals of any type, specifically Scotch-Lock, or T-Tap connectors are to be used within the harness, or the completed vehicle. Additionally, no “Fuse Taps” of any type are permissible, as these add an additional amp load on the factory electrical wiring which was not intended by the vehicle manufacturer.
Each component’s wiring must be sized to handle at least 125% of that circuit capacity. All wire runs are to be within factory wiring channels and secured every 6 inches at a minimum. Extra wiring is to be cut short; still allowing a service loop, but no bundles of wire under the carpet, dash, or trunk will be acceptable.
A single 4-gauge power wire shall be wired directly to the battery positive terminal to the fuse block. The 4 gauge main power wire shall first run directly into a manually reset able circuit breaker. All terminal ends for any 4 gauge wire must be crimped and soldered, and covered with red, temperature activated adhesive, heat shrink. The master ground is to be an 8-gauge wire, grounded to vehicle chassis and run into the console, terminating with a common ground bolt in the console near the fuse block. All grounds not wired to the common ground shall use star type lock washers at the ground end, i.e. Head light flasher, strobe power supply. No barrier strip grounding is permitted.
ALL WIRING IS TO BE HIDDEN. THE FRONT OF THE CONSOLE SHOULD NOT BE SHOWING ANY WIRING. WRAP WIRES IN PROTECTIVE LOOM AND POSITION INSIDE THE CONSOLE.
Master fuse - A manually resettable circuit breaker shall be installed in the engine compartment as close to the battery as possible, sized appropriately for the load connected, i.e. two radios, siren /light controller, 2 DC cigarette outlets, gun locks and a portable radio/battery charger.
Fuse block - Inside the console, an ATO/ATC spade style fuse block shall be installed. This fuse block will be the only fuse connection for any and all equipment. No in-line fuses will be utilized within the instrument console.
Master cut off switch - Master cut off switch shall cut OFF all power to aftermarket police equipment installed in the console and be mounted and easily accessible by the driver under the driver’s seat.
Radio antenna - On marked LE vehicles the contractor shall provide 2 permanent roof-mounted antenna bases (MAXRAD model BMP-NC, 3/4inch mount with a minimum12 foot RG58U stranded cable or equivalent). Antenna cable connector provided and installed by contractor will be determined by make/model of radios furnished. Multiple antennae should be separated by approximately 4 feet when possible.
Secondary antenna - On marked LE vehicles the contractor shall provide and install MAXRAD antenna model MWB-1320 (1/4 wave antenna with spring) when requested. Contractor shall ensure minimum of 100 watt radio output. An additional antenna mount and coax shall be installed and capped. The government may use this additional antenna mount for citizen band, scanner, cellular booster kit, or an additional two way radio.
Portable Radio Trickle Charger - The vehicle shall contain a portable Motorola APX 7000 charger, Motorola NNTN7624 IMPRES 12volt DC Vehicular charger, or equivalent. Charger should be mounted in the rear seat area at the floorboard and attached to the center console. Charger mounting should not interfere with rear seated passengers.

The government will provide make and model of radio, console layout schematic. Contractor shall furnish protected wiring and slot in console. Contractor will provide connection for “radio rebroadcast” through the grill speaker on specified vehicles. When “Radio” is selected on PA unit, FS radio will be heard outside the vehicle through the grill speaker. When requested: A one inch conduit is to run from the console interior to the driver side rear seat to be used for two part radio systems. Mounting of the radios in the console shall be done with radio specific mounting face plates.
Fire Extinguishers - (LE vehicles only)A 5 pound UL rating 3A40BC multi-purpose dry chemical fire extinguisher shall be mounted in the rear storage area, right side rear of SUV and left side behind driver seat in pickups.
Laptop computer console mount - The Government may request computer mounts and associated printers be installed. Prior to installation, the vendor shall contact the local patrol captain receiving the vehicle and verify the specific location of the printer. The make and model will be provided at time of order and price negotiated. Laptop mounting console will be provided by the government at the time of the build. Vehicle specific base plate from mobile mounts will be provided by the vendor awarded the contract.
Cell Phone Booster - Install Weboost Drive Reach Fleet Cell booster or equivalent.
Spotlight - Shall be a Unity spotlight or comparable; 6-inch, 200,000 candlepower LED spotlight. Installed on driver side, “A” frame post mount, and install to manufacturer’s specifications.
Secure Idle / Anti-Theft device - All marked vehicles shall have an anti-theft device installed pursuant to manufacturer specifications which allows the vehicle to continue running with the ignition key removed from the vehicle. The device shall be a SecureIdle or SafeStop device or comparable and specific to the vehicle make and model. The device shall be installed in a manner where the button to activate the system is installed in a visible manner on the dash within reach of the driver sitting in the driver’s seat.

Crew cab truck will be outfitted with (Setina 70/30 Super Max Cargo Deck/Aluminum Seat) Weapon Locker - Weapons lock, timer, wall bracket for guns, and butt plates shall be a Setina Double Vertical Weapons System Retro-kit, https://setina.com/part/d-t-rail-mount-1-small-1-universal-xl-whandcuff-key-2/ , or comparable, for Colt AR 15 rifle and Remington 870 shotgun. Shotgun and rifle handcuff style locking system shall be vertically mounted on security partition with one switch to operate both locks and key opening ability using a standard handcuff key. Locks shall be solidly mounted on partition in order to ensure easy access to firearms. Switch shall be wired directly to the fuse box (WIRE HOT). Switch shall be hidden and located on the top far left side of console. Firearms switch shall have a 10 second momentary switch. Shotgun mounted on driver side, rifle mounted on passenger side. Specifics on weapons locks will be determined at the time of build by the specific Officer and Supervisor.
Suspension Leveling Kit - Install Traxda or equivelant 2.5" level kit front and rear Flashlight - Flashlight shall be rechargeable, with a minimum of 40,000 candlepower, a fast recharge (90 seconds) and 12v DC cord. LAW ENFORCEMENT APPLICATION – MARKED VEHICLES
Instrument Console - Shall be a Troy Products CC –MC-18 or equivalent (if there is a vehicle specific model available, that shall be used), metal construction with floor mounts and universal face-plates for make and model of vehicle. Length shall maximize amount of slots without interfering with rapid weapon removal from gun mount. The forward portion, passenger side is to be left clear for computer mounting.
Components required to be installed in slots or on console include:
· AC-LL-12 Map Light mounted on the driver’s side forward
· BK (KNG) Radio Face Plate (first slot)
· Siren/Light Controller Face Plate (second slot)
· Motorola O5 APX 7500 Face Plate (third slot)
· AC-AP2 DC Outlet (2-4 each) MOUNTED NEAR THE DASH IF POSSIBLE
· Magnetic Microphone mounts for each microphone, to be mounted to the side of radio slot or PA slot
· USB-C inputs (2 each) mounted on the console so as not to interfere with other operations
· Cup holder at the console rear to not interfere with long gun deployment
· Lockable storage box (if space available) in console
· Vendor shall remount factory installed (dash or center console) USB/ 2.5 mm audio jack onto troy console
Contractor shall furnish and install the following ELECTRONICS:
Light bar - Shall be a Soundoff Signal nForce (ENFLB) dual color LEDs or equivalent. The full width light bar with graphite or similar color top cover and reasonably visible to the rear will consist of the following minimum: (2) 3x2 LED Red, (2) 3x2 LED Blue, (5) 5 inch LED Red, (5) 5 inch LED blue, (2) Take Downs, (2) Alley, (6) Directional ambers on rear light bar, integrated user programmable directional amber light arrows, and clear outer lenses, and ability to turn entire light bar white for scene illumination. Corner modules shall illuminate Red on one side and blue on the other. Light bar shall be mounted in accordance with manufacturer’s specifications.

Police radio shall be wired to allow radio broadcast to be received from speaker at officer’s option. PA system shall be operated by remote handheld siren/light control and wired for operation through siren speaker.

Switch will be mounted in accordance with manufacturer’s specifications.

Typically these lights shall be mounted in the front turn signal lenses and the rear back up lenses when space allows. Power supply shall be mounted in a protected area and shielded from gear. LED lights shall be blue in color.

· Two (2) Soundoff Signal mPower Facia 4” 12 LED Dual , or similar to. Color Red/Blue in color shall be mounted on the rear tailgate so at to not interfere with the tailgate operation.
· Two (2) Lights shall be mounted in the front grill of pickup and tailgate of vehicle Lights must be waterproof and designed for mounting and operation on the outside of the vehicle. Should it be necessary to mount lights with screws or bolts that penetrate the paint or protective coating of the vehicle, silicone or other waterproof sealant shall be used to ensure water impingement to the body of the vehicle does not occur. Enough extra wiring shall be provided in a service loop to allow the remounting of the lights on an aftermarket bumper or brush guard should one be installed at a later date.

Three stage slide type light control for light bar, CORNER LEDs, wig wags and siren operation shall be programmed:
· Position 1 –Rear flashers of light bar and rear corner LEDs.
· Position 2 –Entire light bar, four corner LEDs
· Position 3 –Entire light bar, four corner LEDs, and wig-wags.
Eight push button style control switches Number one – Left Alley Number two – Right Alley Number three – Take-downs/ Number four – Right to Left Arrow (amber arrow with red/blue corners) Number five –Center Directional Arrow Number six – Left to Right Arrow (amber arrow with red/blue corners) Number Seven – Back up lights and Brake lights cutout Ensure vehicle will still shift from P to other gears with this engaged Number Eight -- Full white front scene illumination
Contractor shall install a master switch that will turn OFF all aftermarket equipment installed within the console. This switch shall be mounted on the drivers side, easily accessible, and in a manner that does not interfere with the safe operation of the vehicle or the driver.
STRIPING/DECALS - All USFS LEI Vehicle Decals already purchased by GOV, just needs installed.
Forest Service marked law enforcement vehicles display the following markings:
· A 11.25” x 15” LE badge centered vertically and horizontally on both the driver and forward passenger doors. Minor vertical and horizontal adjustments can be made to accommodate external vehicle markings or impediments, but every effort should be made to center the badge on the door.
· A green 2” stripe and gold 1” stripe below and touching the green stripe originating from the side of the grill area and extending down the entire side length of the vehicle, terminating at the tail light assembly or tailgate seam. Position the stripes just above the door handles and below the bottom edge of the window frames applied horizontally to match the lines of the vehicle. The striping will not be placed below the top edge of the door handles.
· A green 6” x 42” “LAW ENFORCEMENT” decal centered vertically to the LE badge and centered horizontally between the edge LE badge and the rear fender well or bed seam of the vehicle.
· Two 3.5” x 6.65” American flags, one on each side of the front fender of the vehicle, star fields forward. The flags should be placed approximately 1” in front of the fender seam and approximately 1”-3” below the bottom of the gold stripe. The American flags will be the same height on both sides of the vehicle.
· A brown 6” traditional Forest Service shield on the passenger side rear quarter of the vehicle approximately 1”-3” forward of the rear taillight assembly and approximately 1”-3” below the bottom of the gold stripe, aligned vertically with the American flag.
· A full color 4.75” x 6.65” USDA logo on the driver side rear quarter of the vehicle approximately 1”-3” forward of the rear taillight assembly and approximately 1”-3” below the bottom of the gold stripe, aligned vertically with the American flag.
· A reflective 8.25” x 11” LE badge on the left side rear lift gate or tailgate of the vehicle, centered approximately vertically between the top and bottom painted edges of the rear lift gate or tailgate and centered approximately horizontally between the left edge of the rear lift gate or tailgate and license plate recess of lift gate or center of tailgate.
· A reflective green 7” x 15” “LAW ENFORCEMENT” stacked layout on the right side rear lift gate or tailgate of the vehicle, centered approximately vertically between the top and bottom painted edges of the rear hatch or tailgate and centered approximately horizontally between the left edge of the rear lift gate or tailgate and license plate recess of lift gate or center of tailgate.
· A 1.5” brown Working Capital Fund equipment number will be placed on the lower right most portion of the tailgate or lift gate.
