AIRMUNITION SPECIFICATION
FD2020-23-50048 (FMS)

BATTERY REPLACEMENT KIT, UWARS
NSN: 1377-01-571-5244ES JN18 MASTER
1377-01-652-5022 JN18 ALT
1. The contractor shall provide an advanced Report of Shipment (REPSHIP) to the consignee no later than 24 hours prior to the shipment arrival, and for ammunition shipments no later than two hours after shipment departure. A (REPSHIP) shall include all the following data in accordance with ATTACHMENT 1.
2. Contractor shall contact their nearest Defense Contract Management Agency (DCMA) Office for transportation guidance and assistance for all Foreign Military Sales (FMS) deliveries prior to shipment; and ensure that the DCMA provides one information copy of completed Notice of Availability (NOA) including FMS case and requisition numbers by mail to :

3. Department of Defense Identification Code (DODIC) JN18
4. Ammunition Data Cards (ADC) shall be filled out; input in accordance with Attachment 2, Statement of Work – Ammunition Data Cards; and state quantity/serial number of lot acceptance test units in the remarks block.

5. Items shall be marked in accordance with CAD/PAD Item Marking Instruction Version 1.5, 1 May 2019, reference attachment.
6. Shelf Life Code marking NOT required per MIL-STD-129R.
7. Hazard Classification Information: Not regulated. Refer to SDS for shipping instructions.
8. All Engineering Change Proposals (ECPs), Notice of Revisions (NORs), and Request For Variances (formerly RFD/RFWs) affecting the approved product baseline configuration, acceptance test procedures, or manufacturing process of any item(s) on this contract shall be in accordance with EIA-649B. Major ECPs with NORs and Critical/Major RFVs shall be submitted to the responsible Government Engineering Authority for review/disposition by CCB.
Minor/Administrative ECPs with NORs and Minor RFVs shall be processed by the:

9. The contractor shall provide the lot acceptance test plan (LATP/ATP) for this item (s) in accordance with the contractual date requirements. No changes to previously approved government acceptance test plans shall be made without prior government approval. The lot acceptance test plan provided must be approved by HAFB engineering at least 90 days prior to commencement of lot acceptance testing allowing for 30 days approval time after submission.

10. The contractor shall furnish a Lot Acceptance Test/Inspection Report in the following system(s): WAWF

11. LOT ACCEPTANCE TEST: In the event of an end item failure, the contractor shall notify the PCO/ACO and Air Force Engineering Organization within 1 business day Air Force Engineering Organization: AFLCMC/EBHJ E-mail: alyson.weber.ctr@us.af.mil
12. In the event of test failure(s), a Failure Summary and Analysis Report with proposed corrective actions/recommendations is required.

13. This item is designated as a Critical Safety Item (CSI). Documentation for critical characteristics may be found in the contract, TDP, assembly/inspection procedures or QALI.
MRB approval authority shall be retained by government engineer. Other characteristics requiring inspection or special oversight from DCMA:
SECTION E – PRODUCTION LOT TEST SAMPLES AND CONTRACTOR TESTING
- Test samples are required from each production lot and are to be tested in accordance with the approved test plan.
The production lot(s) must be manufactured and presented to the Government Quality Assurance Representative (QAR) with all production documentation. The documentation accompanying the production lot test samples shall contain the contract number, item, lot number identification, DODIC, NSN, and serial numbers. The samples shall be selected, at random, from each production lot, by the Government QAR within 2 workdays for resident QARs, or 7 workdays for non-resident QARs after presentation of the lot.
- Production lot testing shall be witnessed by a representative of the Government engineering activity and/or the cognizant Government QAR and shall be in accordance with the latest Government approved Lot Acceptance Test Procedure.
SECTION E – CAD/PAD INSPECTION AND ACCEPTANCE
- The Contractor shall provide and maintain a quality program acceptable to the Government and modeled on ISO 9001:2015 or an equivalent quality system such as AS9100. This quality system along with program specific production documentation shall be made available for review by the Government’s representative upon request, at the Contractor’s facility at no cost to the Government.
- Radiographic equipment and procedures shall meet the standards stipulated in the latest revisions of ASTM E1742, ASTM E748, and ASTM E545. Radiographers shall be qualified and certified Level II or Level III in accordance with the requirements described in specification NAS 410.
- Due to the critical nature and safety application of these items, the Contractor and Government QARs are cautioned that it is mandatory to ensure the correct identification and nomenclature are assigned for all items and shipping containers prior to shipment including CAGE codes.
14. The contractor is allowed to pre-select no more than 30% of the required production lot test samples per lot which have external cosmetic defects such as nicks, dings, scratches, paint blemishes, plating blemishes, and small burrs. These units can be used as pre-selected production lot test samples as long as the units do not create an interference with the test fixture.
The selection of those samples shall be noted in a discrepancy report that shall identify the item part number, DODIC, contract, lot number, serial numbers of the preselected units, and the cosmetic defect of each serial number. DCMA shall be notified in advance by submission of the discrepancy report of the preselected production lot for random sample with external cosmetic defects prior to submission of the production lot for random sample selection. LAT units preselected under this premise shall be noted in the lot acceptance test report.
15. Approval from government engineer is required prior to rework and repair of nonconforming material (See Attachment #5).
16. Contractor shall provide an obsolescence alert notice that a pending and/or emergent obsolescence issue exists.

17. Contracts involving ammunition and explosives (AE) will contain:

19.
Additionally, if the scope of work includes air shipment of explosives, the safety specification should require contractor compliance with:
-AFMAN 24-204(I), Preparing Hazardous Materials for Military Air Shipments.
