About this file

This document provides responses to questions from contractors regarding a solicitation for tuckpointing services at a federal building in Fargo, North Dakota. The base bid involves tuckpointing on the east, west, and south elevations and includes masonry work, window sealant replacement, and parapet stone joint work. Option 1 adds tuckpointing to the north elevation with a 30-day extension to complete the work. Option 2 includes cleaning, rust preparation and painting of window lintels on all four elevations, also with a 30-day extension. Lead paint is assumed to be present and the responsibility of the contractor. The period of performance for the base bid is 80 days with 10 additional days for acceptance, or 90 days total. An additional 30 days would be provided for each option exercised. Contractors are directed to the SF-1442 for accurate scope details and pricing requirements for the base bid and options.

4/10/20 Response to Questions:

1. Will offers be accepted by email? Please designate recipient email address.

Yes. Email proposal to: pam.burley@gsa.gov.

2. Will quantities (Square footage/Linear footage/Percentage of Existing areas) of tuckpointing anticipated be clarified so the bidding units will be comparable among bidders? If not, will clarification of quantities we assume be allowed at least by email or separate letterhead, if not on offer documentation?

See Amendment 0001, revised SOW.

3. Per SF1442, Base Bid is E, W, & S elevations, repair exterior facades at all 3 elevations

– does this include only the items of masonry tuckpointing, window perimeter sealant, & parapet cap stone joints? Are window lintels of each elevation included?

Correct. The base does not include the window lintels. The window lintels are included in CLIN 0003, Option 2.

4. Per SF1442, Option 1 is N elevation repair exterior facades (assuming above items in #3 above?)

Correct, the North elevation is CLIN 0002, Option 1.

5. Per SF1442, Option 2 window lintels, rust prep & paint (is this all 4 elevations within this option? Is this considered a separate item from repair exterior items in #3 & #4 above?)

Correct, all 4 elevations. Yes it is CLIN 0003, Option 2.

6. Will exclusion for lead paint be allowed if discovered?

No. Assume lead paint is present and price accordingly.

7. Is the presence of lead paint already known?

Lead paint is present in other areas of the building. The window lintels have not been tested for lead paint. The paint on the lintels is original. Assume lead paint is present and price accordingly.

8. Will owner assume abatement of lead paint if discovered? If not, does the GC assume abatement in Option 2?

No. General Contractor will be responsible for abatement and disposal of lead paint.

Assume lead paint is present and price accordingly. After award, test window lintels for the presence of lead paint. If lead paint is not present, we will re-evaluate the cost of painting the window lintels.

9. Time frame for base bid is stated as 80 days for substantial completion & final inspection/acceptance within 10 days at 90 day mark. Does Option 1 acceptance assume an additional 30 days completion timeframe added? Will this apply to Option 2 as well?

Correct. An additional 30 days EACH is allowed for Option 1 and option 2. If both

Options are exercised an additional 60 days would be added period of performance.

10. Page 1, section 4 of the SOW states the base bid as the East side of the building, option 1 the South Side, option 2 the West side, option 3 the North side. There is also an option 4 for the cleaning and painting.

See amendment 0001 with revised SOW. The SF 1442 is correct.

Then, on page 3 of SF1442, the listing references Items 0001) Base bid of East, West and South Elevations, 0002) Option 1 – North Elevation, and 0003) Option 2 – Clean and paint lintels

Please clarify if SF1442 is to take precedent regarding what the actual base bid is to be and how to provide our offer and if page 1 SOW description is to be disregarded.

The SF 1442 is correct.

11. Please reference site visit photos (photos attached & noted to match letters below) as we are seeking clarification on extents of sealant replacement & steel cleaning & painting:
