WORK STATEMENT (WS)
TOTAL AND SPECTRAL CORE GAMMA
Part 1 General Information
1. GENERAL: The Department of the Interior (DOI), U.S. Geological Survey (USGS) Central Energy Resources Science Center, Denver Federal Center, Lakewood, CO 80225-0046, has a requirement for routine rock property analyses on approximately 600’ of core. This is a non-personnel services contract to provide routine rock property on 600’ of core acquired from a well drilled through Cretaceous strata (hereafter referred to either as the “USGS core,” or the “core”) near Brackettville, Texas.
1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform routine rock property analyses as defined in this Work Statement (WS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2. Background: In April, 2018, the USGS drilled a well through Cretaceous Strata near Brackettville, Texas. The objective of this drilling program was to obtain core through a complete section of the Eagle Ford Group mudstones. From this well, the USGS acquired approximately 600’ of core. The top of the USGS core is in the lower part of the Austin Chalk Formation, and the bottom is likely in the Salmon Peak Formation The USGS core contains the entire Eagle Ford Group mudstone present at this location. In order to study the core, the USGS needs to obtain routine rock property analyses. The USGS does not have the ability to conduct these analyses in-house.
1.3. Objectives:
· Acquisition of Total Core Gamma Ray for ~600’ of core
· Acquisition of Spectral Core Gamma Ray for ~600’ of core
1.4. Scope: Services, non-personal, to provide all plant equipment, labor, travel, and materials (unless otherwise provided herein) necessary for: a) acquisition of total and b) spectral core gamma for the USGS core.
1.5. Period of Performance: The period of performance shall be for four months from the date of delivery of the USGS core to the contractor.
1.6. General Information:
1.6.1. Quality Control: The contractor shall be responsible for quality control. The contractor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this WS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The contractor shall provide a QCP with its proposal and adhere to the QCP during performance of this contract.
1.6.2. Quality Assurance: The government is responsible for quality assurance. The government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government will do to ensure that the contractor has performed in accordance with the performance standards for each task. QASP defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3. Place of Performance: The work to be performed under this contract will be performed at the contractor’s facility.
1.6.4. Type of Contract: The government will award a Firm, Fixed Price contract.
1.6.5. Post Award Periodic Conference Calls: The Contractor agrees to participate in periodic post award conference calls to appraise USGS personnel on the status of analyses. Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.6. Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3 CONTRACTING OFFICER TECHNICAL LIAISON (TL). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. QUALITY ASSURANCE (QA). The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.7. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.8. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.9. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1 Materials: The Government will provide approximately 600’ of core drilled through Cretaceous strata and containing portions of the Austin Chalk, Eagle Ford Group, Buda, Del Rio, and Salmon Peak Formations.

CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this WS.
4.2. Materials. The Contractor shall furnish materials, supplies, and equipment necessary to meet the requirements under this WS.
PART 5
SPECIFIC TASKS
5. SPECIFIC TASKS:
5.1. Basic Services: The contractor shall provide services for acquisition of total and spectral core gamma for approximately 600’ of core.
5.2. Total and Spectral Core Gamma: The contractor shall acquire both (a) total and (2) spectral core gamma for the entire length of the core (approximately 600’). A maximum of 10 measurements per foot (every 1.2 inches) to a minimum of four measurements per foot (every 3 inches) of core shall be acquired. Data shall be reported to the USGS in both Excel and LAS format. Price shall include the core pickup, layout, and handling.
5.3. Return Core to the USGS: The contractor shall return the core to the USGS following acquisition of the total and spectral gamma ray.

USGS assumes equipment is calibrated / functioning correctly (see API recommended practice 3.3) 20-30’ of the Eagle Ford core will be repeated (rerun) to instill confidence in the estimates of K, U, and Th.

7. QUALITY ASSURANCE SURVEILLANCE PLAN:
Through analysis of the data, the USGS Technical Liaison(s) will determine if the contractor meets, or fails to meet, the standards for each task at the completion of work on each task by reviewing the task deliverables (through analysis of the data).
| If the contractor fails to meet the above Standards, the task(s) will be redone to an acceptable standard at the contractor’s expense within 10 days of the noted substandard performance. |
