PROJECT TITLE:
Replace batteries in UPS (Uninterruptable Power Supply) room and service Operating system
Performance Work Statement
SECTION C. PERFORMANCE WORK STATEMENT
C.1. INTRODUCTION
The Wetland and Aquatic Research Center (WARC) is located in a fenced in area consisting of approximately 19 acres of University of Lafayette Louisiana (ULL) property with a total of
107,361 SQ FT of building space. The WARC requires replacement of all batteries (90) in the
Uninterrupted Power Supply (UPS) room and service the operating system.
C.2. BACKGROUND
The UPS system provides critical backup to the facility computer systems in the event of a power outage and allow for un-interrupted power supply to critical work areas within the facility. systems in the event of a power outage and allow for un-interrupted power supply to critical work areas within the facility. The current batteries in the UPS room were replaced in
2011. The life expectancy of these batteries was 6 years (recommended) to 7 years. Current batteries are at or past the 7-year mark. Due to the extreme fire, explosive and toxic hazard linked to batteries, WARC request immediate Preventive Maintenance (PM) on the current
UPS system, and the exchange of three strings (90 batteries) associated with the UPS system and replace them with comparable and equivalent batteries.
C.3. SCOPE
Requirement involves the need to perform PM service, inspect, and fix all issues related to the
Uninterrupted Power Supply System (UPS) and to immediately exchange three strings (90 batteries) in the UPS room of the facility and remove all existing batteries.
C.4. TECHNICAL REQUIREMENTS AND DELIVERABLES
C.4.1. Remove 90 (3 strings, 30 batteries per string) batteries in UPS room.
C.4.2. Install 90 new (3 strings, 30 batteries per string) UPS designed batteries that include the following specifications:
a. High Rated, long life
b. Flame-retardant polypropylene case and cover
c. One-way pressure relief vent batteries in UPS room.
d. UL-recognized component
e. Multicell design
f. Indoor rated
g. Absorbent Glass Mat (AGM) technology
C.4.3. Install new string connection lines.
C.4.4. Service series 6000 DELTEC UPS system, Model # 6173-150B
C.4.5. Test system operation.
C.4.6. Follow all Safety and Battery Handling Practices.
C.4.7. Provide 1-year parts and labor warranty.
C.4.8. Time Line: Work may not begin without the approval of a timeline by the COR; and indicate the number of days to completion. The timeline will be the reference to which the contractor's progress and efforts are compared.
C.4.9. An organized site visit can be scheduled with the COR prior to bid due date
C.4.10. Work Hours, Outages and Interruptions: All work is to be performed between the hours of 7:30 AM and 4:00 PM, Monday through Friday unless previous arrangements have been made with the COR. Inclement weather may force closure of the facility. No work will be performed on federal holidays without exception.
C.4.11. Proper signage and barriers will be provided to restrict Center personnel from work areas and no hazardous conditions should be present in unmarked areas.
C.4.12. Changes/Clarifications: All work shall be completed as shown in the contract documents. “No cost” change orders shall be submitted in writing to the Contacting Officer
(CO) detailing why the work cannot be completed as shown and suggesting corrective action(s) by the contractor. The CO shall provide written consent to the proposed changes before the contractor may proceed with the changed work. The Contacting Officer’s approval must be received before commencing work which will alter the price, scope or terms of the contract.
C.4.13. Disposal and Transporting of Debris and Material: All materials and construction debris shall be removed from the work area and placed in an approved dumpster or removed from the site by the contractor.
C.4.14. Materials and Tools: The COR shall designate areas where the contractor can store or place materials and equipment for short-term storage in preparation for installation. There is limited space on site for the storage of contractor equipment. Storage and security of materials and equipment as required for the performance of the contract requirements are the responsibility of the contractor. The contractor shall be responsible for making all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site. Upon completion of the contract, the contractor shall remove all equipment and excess materials, and shall restore the site to its original condition, as approved by the COR, at no additional cost to the Government.
C.4.15. Contractor Smoking Regulations: There shall be no smoking in any buildings at any time; smoking is permitted in designated smoking areas only.
C.4.16. Special Conditions: The work completed under these specifications shall be on the highest professional quality and craftsmanship. All materials furnished herein shall be complete and in compliance with manufacturer’s recommendations and designs. Contractor shall supply all components of the specified materials utilized as recommended by the manufacturer, whether specifically designated in these specifications or not.
C.4.17. The Contractor is responsible for compliance with all Federal, State, and Local Safety codes that are applicable to hazard material, electrical and fire codes. If there are any conflict between these specifications and codes, the stringent requirement shall apply.
COR will be on sight Technical Liaison during work hours 7:30 am to 4:00 pm. Monday through Friday
