STATEMENT OF WORK FOR BLACKFEET AGGREGATE ACQUISITIO N

BACKGROUND

The Rocky Mountain Region Bureau of Indian Affairs Division of Transportation oversees and constructs road construction projects on the Blackfeet Reservation as part of the Tribal Transportation Program.

ACQUISITION OBJECTIVE

The Rocky Mountain Regional Office Division of Transportation has a need for the supply of Montana Department of Transportation Crushed Base Coarse Type “A”, Grade 5A or 6A crushed aggregate and Montana Department of Transportation Specified Type 1 Cover Material to be produced and stockpiled within a 40 mile radius of Browning Montana 59417. The BIA will pick up the aggregate. The Blackfeet Division of Transportation proposes to purchase Fifteen Thousand One Hundred (15,100) U.S. Tons of Montana Department of Transportation Specifications for Roads and Bridges Crushed Base Coarse Type “A”, Grade 5A or Grade 6A and Two hundred Eighty (280) U.S tons of Type 1 Cover Material for two projects on the Blackfeet Indian Reservation.

SCOPE OF WORK-SUPPLY and DELIVER, CRUSHED AGGREGATE Supply Crushed Base Coarse Type “A”, Grade 5A or Grade 6A that meets Montana Department of Transportation Specifications for Roads and Bridges Table 701-8 and type 1 Cover Material that meets Table 701-12.

Provide Certification that material meets specifications and copies of standard gradation test results from the production of the supplied aggregate performed as part of quality control 15,100 U.S tons of Crushed Base Aggregate Type A, Grade 5A or 6A produced and stockpiled at a plant located within 40 Miles of Browning Montana 280 U.S tons of Type 1 Cover Material produced and stockpiled at a plant located within 40 Miles of Browning Montana 3.

Provide weight verification by weighing individual loads and providing weight tickets for verification. Alternate methods of measuring stockpile volumes by survey and unit weights per volume can be provided for weight verification if the stockpile is kept separate from other stockpiles in the gravel pit. Other proposed methods of weight verification can be proposed upon production and will need to be approved by the Contracting officer and Contracting officer Representative.

Provide Loading personnel and equipment sufficient to load belly dump trailers owned by the BIA.

Bureau of Indian Affairs personnel will track load and tickets on weighed loads for receiving aggregate.

Supply and deliver Aggregate Cover Material Type 1 (table 701-12 gradations) that meets Montana Department of Department of Transportation Standard Specification for Road and Bridge Construction 2014 Edition, FOB BIA Stockpile Lease. Quantity 120 U.S. Tons C5131510 North Piegan Street Extension Project:

Supply and deliver Aggregate Cover Material Type 1 (table 701-12 gradations) that meets Montana Department of Department of Transportation Standard Specification for Road and Bridge Construction 2014 Editio, FOB BIA Stockpile Lease. Quantity 160 U.S. Tons C5131710 College Homes Project:

Supply and deliver Aggregate Base Coarse Type “A”, Grade 5A or 6A (Table 701-8) that meets Montana Department of Department of Transportation Standard Specification for Road and Bridge Construction 2014 Edition, FOB BIA Stockpile Lease. Quantity 800 U.S. tons

PERFORMANCE LOCATION:

Performance location is at the vendor’s crushing plant that must be within a 40 mile radius of Browning Montana. Vendor is responsible for all TERO Fees and Permits required in the performance of this contract.

PERFORMANCE PERIOD:

Performance Period for this solicitation will be from award of contract to September 30, 2018.

LOWEST PRICED TECHNICALLY ACCEPTABLE :

The buy will be Lowest Price Technically Acceptable. Provide two samples of past experience in production of specified graded aggregates; if there are none state a similar scope and magnitude.

MEASUREMENT AND ACCEPTANCE OF QUANTITIES:

Measurement of quantities will be by the U.S Ton Base aggregate type “A” grade 5A or 6A and Type 1 Cover material accepted by the BIA. Provide proof of quantities by the ton in weight tickets supplied with each load or by stockpile volume measurements and weight by volume verification documentation. BIA is not responsible for over loading by the supplier of the final load to complete the contract.
