Microbiology Laboratory MARSSIM Decommissioning Survey Performance-Based Work Statement

GENERAL
Services, non-personal, to provide all equipment, labor, travel, and materials (unless otherwise provided herein) necessary for a service agreement for on-site surveying and decommissioning of the Microbiology Laboratory, 720 Gracern Road, Suite 129, Columbia, SC 29210, (Figure 1).
The contractor shall perform all activities in accordance with all Federal, state, and local laws, statutes, regulations, and codes.
The Contractor is solely responsible for site investigation and verification of actual site conditions. This statement of work outlines the required Contractor qualifications, work to be performed (including applicable standards and acceptance criteria), period of performance, and required deliverables.
The Contractor shall possess a current Nuclear Regulatory Commission (NRC) license or have a State License Agreement and the NRC Form 241.
BACKGROUND AND OBJECTIVES
The USGS laboratories processed and analyzed Carbon-14 radiological isotopes. The USGS is required to clean all areas where radiological materials were used or stored before returning the laboratories back to general use. These laboratories are being remodeled and repurposed for other than radiological uses and shall be surveyed in accordance with the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM) decommissioning surveys.
The working hypothesis of MARSSIM is that all impacted areas being evaluated for release have a reasonable potential for radioactive contamination above the derived concentration guideline levels (DCGL). This initial assumption means that all areas are initially considered Class 1 areas unless some basis for reclassification as non-impacted, Class 3, or Class 2 is provided.
• Class 1 areas are areas that have, or had prior to remediation, a potential for radioactive contamination (based on site operating history) or known contamination (based on previous radiological surveys).
• Class 2 areas are areas that have, or had prior to remediation, a potential for radioactive contamination or known contamination, but are not expected to exceed the DCGLw.
• Class 3 areas are any impacted areas that are not expected to contain any residual radioactivity, or are expected to contain levels of residual radioactivity at a small fraction of the DCGLw, based on site operating history and previous radiological surveys.

Per the USGS Radioisotope Utilization Permit 05-01399-08, Attachment 10.6b, the following Guidelines for Deactivating a Radioisotope Utilization Permit shall be followed.
For areas to be released to unrestricted use, contaminated facilities and equipment must be disposed of as radioactive waste, transferred to another authorized storage/use location, or decontaminated to unrestricted release levels, that is, below the following values:
450 pCi/100cm2 (1000 dpm/100cm2) for most beta-gamma emitters
90 pCi/100 cm2 (200 dpm/100 cm2) for alpha emitters (except for transuranics and alpha emitters of very high radiotoxicity, i.e., Group I, where the limit is 9 pCi/100 cm2)
The South Atlantic Water Science Center Microbiology Laboratory is known to have contained or used radiological materials and shall be surveyed as Class 1 (one) or 2 (two) survey units based on historical records (Tables 1, 2, and 3). Physically, the Microbiology Laboratory is one continuous space with no internal closures/doors to divide the space. The laboratory has three room numbers (616, 517, 518), reflecting the original rooms that were converted into the existing laboratory space. The rationale for selecting the Class 2 survey unit shall be developed using the Data Quality Objectives Process and be fully documented (MARISSM Section 4.6).
Known Radiological Contaminants of Concern include: Carbon 14 and Nickel 63 (scintillation check standard).
These materials comprise 99% of the known radioactive materials used in the laboratory.
Isotopes were only used at low to very low trace element levels. Radioactive material is not location-specific and the entire laboratory shall be surveyed. The laboratory is approximately 825 square feet and has been in existence since 1991. Radiological materials have been used in the laboratory space 1993. The laboratory space includes two, 50-gallon, solid waste drums (1 partially filled) containing disposed gloves, vials, etc., with an estimated total activity less than 3 mCi.
SCOPE OF WORK-TASKS AND STANDRDS
Task 1. The contractor shall provide a Final Status Survey Plan, aka Decommissioning Plan, which meets or exceeds MARSSIM protocols and standards within 10 business days after award for approval
Task 2. The contractor shall decommission the laboratories by following the approved Final Status Survey Plan to completion in accordance with MARSSIM protocols and standards within 15 days (three business weeks) after the USGS approves the Final Status Survey Plan.
1. Test the surfaces in the laboratories for radiological contamination in accordance with MARSSIM protocols for Class 2 OR Class 3.

2. Conduct radiological decommissioning in accordance with MARSSIM protocols and based on the survey results, after the order to proceed.
a. Items or equipment surveyed with no detectable radiation above background or minimum detectable activity shall be released from radiological controls to be disposed of as non-radioactive waste or free-released material.
b. Items surveyed with detectable contamination levels above background or minimum detectable activity shall be documented and reported to the USGS COR identifying the activity, location, and isotope if known.
c. Areas surveyed with detectable contamination levels above the release criteria, as noted in 10 Code of Federal Regulations (CFR) 20.1402 Radiological Criteria for Unrestricted Use, shall be documented and reported to the USGS COR identifying the activity, location, and isotope if known.
d. Samples taken for removable contamination shall be counted on a liquid scintillation counter (LSC). There is no Government-furnished equipment associated with this contract. The contractor may use portable tritium counters for samples and then shall use an offsite LSC on a confirmatory basis. 100% of the samples shall be counted.
e. If items or areas are reported above Minimum Detectable Activity or Derived Concentration Guideline Levels respectively, the contractor shall notify the
USGS COR.
f. Radioactive low-level waste generated by the vendor during the period of performance shall be packaged, labeled, manifested, and shipped to the nearest licensed low-level waste disposal facility located in a Nuclear Regulatory Commission Agreement State. Copies of manifests and export letter(s) shall be provided to the USGS COR.
g. The contractor shall dispose of USGS-stored low-level mixed waste. It consists of solid waste (sorbent paper, gloves, vials). Conservative high estimate of activity is 40mCuries. Physically, the waste is contained in two
(2) 55-gallon drums.
h. The lowest cost shall be a consideration when selecting the nearest licensed disposal facility.
i. The contractor shall complete the MARSSIM surveys within 15 days (three business weeks) after the USGS Radiation Safety Committee-approved Final Status Survey Plan has been received by the contractor.
j. Removable contamination samples shall be counted on a liquid scintillation counter only. Use of a dual scalier detector such as a Ludlum 3030 or 2929 or equivalent are not allowed.
k. Other areas that are “non-radiological” are available for collection of background data. Possible areas include nearby offices, a conference room, and other “non-radiological” laboratories. Access to these areas can be gained by contacting the on-site RSO.
l. The suspended ceilings have been in place since laboratory operations began and the ceilings have not been removed. From a review of operations and
P a g e 6 | 16 history of use in the rooms, it is reasonably expected that ceiling tiles are free of contamination. There is no requirement for the contractor to survey the ceiling tiles. If the contractor recommends that additional surveys of the ceiling be conducted, the USGS Radiation Safety Committee will take that into account for future work.
m. All walls shall be surveyed to a height of 10 feet.
Task 3. Miscellaneous Items.
1. No Historical Site Assessment shall be performed. Records are available for review and the USGS Radiation Safety Officer is available for interviews during the period of performance. Justification can be provided for class survey unit designations. Attached is the History of Radioactive Use from the Radiation Safety Officer at the Science Center.
2. Interior and hallway floor drains do not have to be surveyed. No radioactive material has been deposited down the drains. The floor drains have been sealed and the Radiation Safety Officer surveyed the drains separately.
3. Ventilation systems, except fume hoods, are not required to be surveyed.
4. Contractor equipment can be stored in the building as the building will be secured after hours. Only a select group of individuals have access to the buildings after-hours.
5. The Contractor shall dispose of any radioactive or contaminated survey media and personal protective equipment used or generated during the survey. The contractor shall provide disposal under their own disposal permits. The USGS does not maintain active LLRW disposal site use permits.
6. A radiation technician may collect the surveys provided a certified health physicist oversees the MARSSIM survey. This allows the contractor to use lower-tiered personnel for those routine tasks that do not require a certified health physicist. However, the radiological technician or radiation safety professionals such as National Registry of Radiation Protection Technologists (NRRPT) personnel must be overseen. A certified health physicist does not need to be on site but must oversee the final survey and ensure proper procedures and sampling are conducted.
7. There is no substitution for either a radiation technician, a radiation safety professional, or the certified health physicist.
8. Hours for work conducted at this location will be 7:30 to 4:00, M-F.
Task 4. The contractor shall provide a Final Survey Status in accordance with MARSSIM protocols within 10 business days after the laboratories have been decommissioned.
ADMINISTRATIVE PROCESS FOR REPORT APPROVALS

• The contractor shall provide the USGS COR with a Final Status Survey Plan within 10 business days after date-of-award. The Final Status Survey Plan shall include experience and training of individuals working on the decommissioning surveys.
• The USGS COR will submit the Final Status Survey Plan to the USGS Radiation Safety Committee within one (1) day for approval.
• The USGS Radiation Safety Committee will review and approve or disapprove the Final Status Survey Plan within five (5) business days after receipt.
• The USGS COR will notify the contractor when the USGS Radiation Safety Committee has approved or disapproved the Final Status Survey Plan. Disapproval of the Plan means that the Plan did not meet all the decommissioning requirements of MARISSM and the contractor shall provide a revised Plan within two (2) working days. This process will continue until the Plan is approved. The contractor shall assume all costs associated with required revisions to the Plan.
• The Final Status Survey Plan for the Final Status Survey shall be developed using guidance from the U.S. Nuclear Regulatory Commission’s (NRC’s) NUREG 1575 MARSSIM (NRC 2000). The plan should be consistent with NRC’s NUREG-1757, Volume 1; Rev 2 Decommissioning Process for Materials Licensees (NRC, 2006a) and Volume 2, Characterization, Survey, and Determination of Radiological Criteria (NRC, 2006b).
Final Status Survey
• The contractor shall complete a draft Final Status Survey in accordance with the guidelines outlined in MARSSIM and provide the draft to the USGS COR within 10 business days after completing the surveys.
• The USGS COR shall submit the draft Final Status Survey to the USGS Radiation Safety Committee for review.
• The USGS Radiation Safety Committee shall review the draft Final Status Survey and provide final approval or review comments within 10 business days after receipt.
• The USGS COR shall notify the contractor when the USGS Radiation Safety Committee has accepted the draft Final Status Survey or if their review comments require a revised draft report. Disapproval of the Survey means that the Survey did not meet all the decommissioning requirements of MARISSM and the contractor shall provide a revised Survey within two (2) working days. This process will continue until the Survey is approved. The contractor shall assume all costs associated with required revisions to the Survey.
• Acceptance of the Final Status Survey is not contingent on acceptance by the Nuclear Regulatory Commission.
• The Final Status Survey shall be developed using guidance from the United States Nuclear Regulatory Commission’s (NRC’s) Regulation (NUREG) 1575, Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM) (NRC 2000).

QUALITY ASSURANCE SURVEILLANCE PLAN
The contractor is responsible for quality control. The contractor shall provide personnel and oversight to ensure the work performance meets or exceeds the described performance standards.
The Government is responsible for quality assurance. The USGS Radiation Safety Officer will inspect the Final Status Survey Plan, the Decommissioning Report, survey test results, and other records and reports to assure that the standards are met or exceeded.
In the event of substandard performance, the USGS COR will notify the contractor. The contractor shall complete or redo the substandard work within 2 working days at no additional cost to the Government.

The period of performance shall commence upon issuance and acceptance of the contract and terminate 90 days thereafter. The only exception allowed is receipt of Radiological Waste Manifests, Certificates of Destruction, and other confirmatory documents as determined by federal regulation. The maximum time allowed for receipt is within six (6) months after completion of the contract.
CONTRACTOR QUALIFICATIONS
The Contractor personnel performing this work shall have a thorough understanding of the current legal, regulatory, and technical issues surrounding this work effort. The Contractor shall be familiar with the development of work plans for radiological surveys and decommissioning, performance of the work including all requirements of MARSSIM, and reporting the results.
The Contractor shall employ a certified health physicist and shall use appropriate personnel i.e., radiation technicians, who have experience in cleaning of radiological areas, development of Final Status Survey Plans, and authoring and signing clearance reports. A certified health physicist shall review all survey results before signing the Final Status Survey (Decommissioning Report).
The Contractor shall furnish all labor, equipment, materials, tools, supplies, transportation, management, and services (including supervision, plans, means and methods, permits, and documentation) necessary to safely and compliantly conduct surveys, remove radiological waste for disposal, and develop closure reports.
The Contractor shall possess all decommissioning licenses as required by the Nuclear Regulatory Commission and/or all licenses as required by the respective Agreement State.
The descriptions and sequence of work is for illustrative purposes only and is not intended to give direction on how to perform or sequence the work except where specifically noted.
Multiple activities may be accomplished simultaneously at the direction of the Contractor with approval from USGS. The activities shall be performed in a way that minimizes a release of potential contaminants and mitigates any disruption to present tenants.
CLOSURE REPORT
The Contractor shall develop a draft Final Status Survey Plan and Final Status Survey (Decommissioning Report) in accordance with the guidelines in the MARSSIM manual.
Signatures of the Contractor, primary subcontractors, and licensed/certified professionals shall be on the report. The Plan and Survey/Report shall provide a general description of activities of sufficient detail to demonstrate that the work met the work plan requirements. Actual survey results, survey class information, scan area, swipe locations, deviations from the Plan, MARSSIM statistics, calculations, or data and other documentation shall be included as an
P a g e 10 | 16 appendix. The Survey/Report shall include recommendations for remediation below the release criteria if necessary.
All reports shall be generated in the most current version of Microsoft Word©. Tables within the reports shall be generated in the most current version of Microsoft© Excel.
