Statement of Work – RMRO Forestry UTV’s with trailers and UTV accessories

The Bureau of Indian Affairs Rocky Mountain Regional Office, Branch of Forestry and Wildland Fire

(BIA) requires utility terrain vehicles (UTVs) and compatible utility trailers to conduct continuous forest inventory (CFI) field work in remote and rugged terrain.

The UTVs need to meet the minimum specs of the Polaris Ranger Crew XP 900 while staying with the funding availability of the program. Each UTV needs to include the optional accessories listed below.

UTVs must have the ability to unlock the differential (VersaTrac Turf Mode) to allow for the front and rear wheels to be powered at different speeds to minimize the impact to the trust land where field work is being conducted. The amount of gear necessary for each crew member, in addition to the crewmembers themselves, will require that the UTV have a minimum payload capacity of 1,750 lbs.

CFI field work is scheduled to begin in May 2018. The UTVs and trailers need to be delivered to Billings, MT by March 31, 2018 to allow the program the necessary time to get license plates and be prepared for field work. There is limited amount of time available to conduct the CFI because of seasonal weather and there is no flexibility on the time requirement. It is required that the vendor be an authorized dealer so that the warranty for the UTVs is provided directly to the BIA for any future warranty related work. Due to future continued use of the UTVs it is also necessary that an authorized service location be within close proximity, 2 hours or less, to all reservations in Montana, Wyoming, North Dakota, South Dakota, and

Nebraska so that necessary repairs can be completed quickly to not delay field work by authorized service centers without voiding the warranty.

Bids will be evaluated on the following factors listed in order of priority:

1. Meets minimum equipment specifications – Polaris Ranger Crew XP 900 UTV with VersaTrac

Turf Mode and 1,750 lb. Payload Capacity; and compatible utility trailers for towing UTVs.

2. Delivery timeline – delivery to Billings, MT by March 31, 2018

3. Authorized Dealer – Warranty for UTVs and trailers be made directly to BIA

4. Authorized Service locations within 2 hours of each Reservation in Montana, Wyoming, North

Dakota, South Dakota, and Nebraska.
