Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250-24-AP-2589

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 10 located at 260 E. University Avenue, Cincinnati, OH 49219-2356, in support of VISN 10 Cincinnati VA Medical Center (CVAMC), 3200 Vine Street, Cincinnati, OH 45220-2213. 2237 #: 539-24-2-986-0027

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The CVAMC Sterile Processing Department currently use brand name ALL-IN-ONE medical grade workstations to track surgical equipment from decontamination to the operating room and back. Four additional workstations are needed to allow each staff member to operate independently to avoid the risk of cross contamination. The requested commodities include:

· CT0196 – Hardware – Tangent KW 22 Workstation – VHA OIT Approved – Qty of 4

· CT0128 – Hardware – FIPS Compliant Wireless Scanner – Censis Branded – Qty of 5

· CT0167 – Hardware – Mounting Bracket 2 – Sit-Stand Combo – Qty of 5

· CT0104 – Hardware – Waterproof Keyboard with Integrated Touchpad Mouse – Qty of 5 The estimated cost is $31,209.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The VA-OIT approved (See ARM # 176302) workstations are compatible with existing instrument tracking software. Additionally, purchasing the same brand name workstations would limit the amount of training required if an alternate workstation brand were purchased. The additional workstations would improve workflows, increase efficiency, and ensure preparation and decontamination processes are compliant with VA regulations and standards.

The original equipment manufacturer (OEM), Cognex Corporation, is a large business and has proprietary licensing for these products. The OEM identified, Censis Technologies, Incorporated (Large Business), as the sole authorized distributor. A copy of the distributor’s authorization letter is on file. There are no SB/VOSB resellers available.

4. Description of market research conducted and results or statement why it was not conducted: Market research queries were conducting using VetCert, VA NAC, DSBS, GSA Advantage, FPDS-NG databases, and other resources. The results found that the product code is found in the NMR Class Waiver database. The OEM is a large business and has a sole LB distribution partner. No SD/VOSB or SB resellers were found. The VA and SBA Rules of Two cannot be obtained. An “Intent to Sole Source” with the LB distributor will be posted to the GPE on SAM.gov.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
