The estimated value of the proposed action is
Annual software maintenance renewal for HP Unified Functional Test Licenses (qty 55) for 12 months.
4. Authority:
BRAND NAME: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization).
5. Rationale/explanation to support cited authority:
Description:
HP Functional Test environment is currently being utilized to auto populate specific types of personnel actions within the DCPDS and eOPF systems. This method of personnel action update saves significant resources and time in support of Army Civilians.
These 55 HP licenses are already installed and we need to make sure that we maintain the most current versions. The way we do this is to continue getting updates through HP on a regular basis. 25 licenses were installed in 2010 with another 30 licenses in 2013 and there are no plans to replace the software unless it becomes obsolete.
If we do not get the updates then the Civilian Personnel Community would not be able to process over a hundred thousand personnel actions in a given government pay period.
All current processes will have to stop and be rewritten utilizing another vendor’s software if another product were to be used. This will result in procuring new application, training, installation and additional labor hours needed to accomplish this. We are estimating at $200K to replace this application. No other products possess the same functionality as the HP software.
6. Market Research:
HQDA will continue to use the software until no further requirements exist. The current software has been in operation for the past 6 plus years and supports internal and external requirements and uploading and removing documents from eOPF. HQDA will continue to monitor the market to determine the existence of other potential sources/supplies that can meet their requirements.
7. Actions to Increase Competition: This is a Brand Name Justification with multiple authorized resellers for HP. Therefore, this will be competed.

9. Technical / Requirements Certification: I certify that the supporting data under my cognizance which is included in this limited sources justification is accurate and complete to the best of my knowledge and belief.
