TRACS4Life has been the standardized tissue tracking software for five (5) other MTF’s within MEDCOM for the past nine years. Biomedical Synergies, Inc. is the only tissue tracking software that has been tested and has met compliance standards with military software applications. TRACS4Life currently provides the full internal tracking capabilities to meet the following required Department of Defense (DoD) standards; Meets all of the Joint Commission mandatory standards for tissue banking, provides functions that are Food and Drug Administration and AABB (American Association of Blood Banking) requirements. TRACS4Life maintains a current Department of Defense Information Assurance Certification (DIACAP) and the DoD and U.S. Army Certificate of Networthiness (CoN). is the sole manufacturer of the patented TRACS4Life software. 6. Actions to Increase Competition: A notice of intent was previously posted on FedBizOpps and in the future all vendors submitting responses with proper documentation will be forwarded to WBAMC, Fort Bliss, TX for technical review and consideration of capabilities in future requirements.
WBAMC will continue to evaluate the appropriateness of other vendor’s products and capabilities in order to provide the best value to the Government.
7. Market Survey: There is a current requirement that was awarded on 1 August, 2016 to C. R.
Darnall Army Medical Center, W81K00-16-P-0381. With this award a sources sought notice was posted to FedBizOpps for 10 days from 21 April 16 -29 April 16 with no responses to the notice and no interested vendors. A notice of intent to award sole source was then posted to FedBizOpps with the same results. However, after the notice of intent closed two vendors responded stating their interest in the requirement. Although these vendors responded after the allotted time in order to provide complete and thorough research the purchasing agent formulated a questionnaire and sent to both vendors to determine their capabilities. Based on the vendors responses to the questions it was determined that currently they could not meet the basic guidelines necessary to provide a product of this nature in a military setting. Therefore, due to the proprietary nature of the items that are being requested, no other business can provide the requested items. Biomedical Synergies, Inc. is the sole authorized distributor of the items needed for this procurement.
