Section B: Description of the Supplies/Services Required

Motorola MCC7500 Dispatch Console that must include advanced encryption standard (AES) encryption, over the air rekey, and over the air provisioning. AES encryption is required to secure voice communications between users. Over the air rekey (OTAR) will accommodate changing the AES encryption key by broadcasting over the air key changes. The OTAP capability each radio must have and the core infrastructure's provisioning components are proprietary to Motorola; therefore, Motorola radios are the only radios available that can fully function on the system.

Section C: Justification for Soliciting from a Single Source

Name brand specific equipment is necessary to satisfy compatibility requirements. Motorola P25 Trunked Land Mobile Radio (TLMR) products are required due to proprietary nature of the existing site infrastructure and end user equipment. The site infrastructure currently employs Motorola manufactured networks that support security and emergency response communications and other mission critical areas.

These highly specialized networks provide secured communications using radio/repeater hardware, Information Technology (IT) Networks, servers, routers, and integrated software management tools such as Over-the-Air-Rekeying (OTAR) and Over-the-Air-Programming (OTAP).

Network and Information Assurance (IA) policies outlined in Department of Defense 8500-series directives apply to Land Mobile Radio (LMR) networks and require the ability to centrally manage operations and control network configuration to protect information broadcasting over the LMR network. Interconnecting remote LMR networks requires all connected systems to be fully compatible with the main Motorola zone core at Lackland AFB.

An award for any other manufacturer's products would result in a substantial duplication of costs to the Government in the amount not expected to be recovered through competition and would result in unacceptable delays in fulfilling the requirements. A dispatch console from a manufacturer other than Motorola would require an entirely new C&A process and would effectively double the Information Assurance (IA) workload.

Accordingly, Motorola Solutions is the only firm capable of providing the supplies and services described in Section I above without the U.S.

Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition. Current Host Base Support only has the capability and training to support Motorola products (i.e. Motorola programming software, miscellaneous hardware and cables and Motorola TLMR trained support staff). If user procures non-Motorola assets, the burden is on the customer to purchase non- Motorola programming software, miscellaneous hardware and cables and training to ensure Host Base support. Furthermore, the user would also need to coordinate with other potential P25 vendors to prove that their radios work on the existing system with all current capabilities before purchasing of equipment can be approved in a technical solution.

There are many resellers who are authorized to sell Motorola products. This requirement will be posted on FedBizOpps for competition.

Section E: Steps to Preclude Future Single Source Awards

Once Air Education and Training Command (AETC) Enterprise Land Mobile Radio (ELMR) system completes Air Force Certification & Accreditation for all AETC installations, AETC/A6 will work with other P25 vendors to initiate test beds to demonstrate non-Motorola vendors ensure their equipment properly interfaces and operates on the existing ELMR system along with performing all its current capabilities.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
