This document is a Request for Sealed Bids (Attachment B) from Oakland County Purchasing on behalf of Oakland County Vehicle Operations for Auto Collision Repair Services (Event #000906). The solicitation seeks multiple vendors to provide comprehensive collision repair services for the county's fleet of approximately 920 vehicles, which predominantly consists of GM vehicles including Sheriff's patrol cars, passenger cars, and light and medium duty trucks. Vendor qualification requirements include having a minimum of two ICAR-certified employees, four full-time service technicians, three work bays, a paint booth meeting environmental regulations, and the ability to provide financial statements demonstrating collision repair business history. The evaluation criteria will focus on vendor qualifications, pricing, ability to provide OEM parts, and facility capabilities. Successful vendors will be responsible for transporting drivable vehicles to their body shops, completing repairs promptly, and delivering repaired vehicles to the Oakland County Central Garage for final inspection. Invoices will be paid within ten working days and must conform to the established contract terms.

Auto Collision Repair Services

Event# 000906

On behalf of Oakland County Vehicle Operations, Oakland County Purchasing is requesting sealed bids for a contract to provide all labor, materials, incidentals and means of work to provide collision repair services on County vehicles as required.

The County will inspect and verify premises of submitted responses for part of the selection criteria. The County reserves the right for a second inspection.

I. Overview

The Oakland County fleet is comprised of approximately 920 vehicles. The fleet composite includes Sheriff's patrol cars, passenger cars, light and medium duty trucks.

Currently, 84% of the fleet is GM vehicles. Patrol vehicles include the Chevrolet Impala, Chevrolet Tahoe and Silverado, and Ford Explorers.

Oakland County has a centralized fleet operation. The fleet operation provides for the repair and maintenance of the Oakland County government fleet. The departments serviced include the following: Sheriff, Water Resource Commission, Parks and

Recreation and Facilities Management. Also serviced are standard passenger vehicles.

From the submissions, the County will select multiple vendors who best meet the criteria and enter into a contract with them for collision repair. This contract will establish the rates at which repair work will be charged. The vendor will be required to submit an estimate using a computer-based program for the repair work. Repair work will be authorized by Vehicle Operations after an estimate is prepared and approved.

Given the type of vehicles in the fleet, timeliness of repairs and completeness of work are crucial. Therefore, the selected vendor must participate in scheduled training and have employees who are ICAR certified. Further, a vendor would need to demonstrate adequate facilities for the level of staff and their volume of business. County vehicle operations staff may elect to do a vendor site visit prior to award. Vendors must explain in detail all of their warranties.

II. Program

The vendor will be contacted by Vehicle Operations staff to perform an inspection of the damaged vehicle at the county site (Central Garage Facility). An estimate for actual damage must be completed using a computer based estimating program. An estimate will be returned to county vehicle operations within 24 hours of notification for inspection.

The estimate shall include an estimated completion date for repairs to be performed. All parts used to prepare an estimate must be New OEM (unless otherwise approved by

County staff). After review by county staff, the work will be authorized appropriately.

Please note - More than one vendor will be invited to prepare an estimate on any particular accident. Actual repair cost to estimates will be monitored. Increases to estimates may be authorized only after review by county staff.

Once repair work is awarded vendor will be responsible for getting vehicle (if drivable) to their body shop.

County staff will monitor the repair time, check on the status of the vehicle at appropriate intervals, and approve changes to the repair estimate for additional damage as it is discovered and work with the vendor to insure the vehicles are repaired promptly.

Inspections by county staff may be scheduled or unannounced. County staff will also be able to help schedule repairs to minimize vehicle downtime.

When vehicle repairs are complete it shall be delivered by vendor to Oakland County

Central Garage and checked by Vehicle Operations staff. An invoice would be sent to the

County and compared to the estimate for approval and payment made. This invoice will be paid within ten working days upon receipt. All charges must conform to the contract.

III. Minimum Qualifications

Each vendor MUST meet the following minimum specifications:

1. Minimum two employees who are ICAR Certified or equivalent

2. Must have four (4) full time service technicians or equivalent

3. Must have three work bays

4. Must have a paint booth and meet all State and Local appropriate environmental regulations.

5. Upon request must provide a financial statement for County review which indicates the annual dollar amount of sales/revenue for collision repair currently performed and the number of years the shop has been in business for collision repair.
