2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This is a new requirement for Avon Protection Systems FM53 PMP-PAPR. The VA Police

Service has a need for protective equipment for HAZMAT situations. The FM53 PMP-PAPR is the standard protective equipment used across the Department of Veterans Affairs.

Deliverable: Quantity of 40 MP-PAPR Base Kit-MPN-02-24-32-401 Quantity of 40 5200 Rechargable Battery-603111 Quantity of 40 FM53 Twin Port Specialist Responder Kit MED-72601-229

Quantity of 2 Gang Charger 10 unit with Status LED-604332

Estimated Amount: $125,700.00

1. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Avon Protection Systems has a PAPR system that that meets the standards OSHA, NIOSH, NFPA 1994 Class 3 or 3R (or higher) or NFPA 1991 and The Department of Veterans Affairs. The Avon FM53 combined with the MP-PAPR and CBRNCF50 filter cartridges work in synchronicity to provide the required

1000 Assigned Protection Factor required by OSHA Regulation 1910.134(d)(3)(i)(A) while still maintaining the field of vision required to effectively discharge a weapon if needed.

The AVON FM53/MP-PAPR combination will protect VA Police Officers during a HAZMAT situation and allow them to fully perform their duties in a contaminated area or HAZMAT situation.

3. Description of market research conducted and results or statement why it was not conducted: One of the items is available on GSA Advantage. The mask was selected due to quality and this is essentially the same mask that the DOD uses, so prior military service employees will already be familiar with these masks.
