The Trustees of the Stevens Institute of Technology has been awarded an indefinite delivery contract by the Department of the Army Materiel Command Research Development and Engineering Command to serve as the prime contractor for the Systems Engineering Research Center. The basic contract is a single award IDC with a potential value of $49M and period of performance through September 2024.
Under the basic contract, Stevens has received multiple cost-plus-fixed-fee delivery orders to conduct research in support of various DEVCOM and other DoD agency programs. This includes over $30M in orders thus far for projects such as transforming systems engineering through model-based approaches, autonomous navigation in GPS-denied environments, curriculum studies for Federal Law Enforcement Training Centers, and advancing quantum technologies for armament systems. Subcontractors involved in the work include Virginia Tech, University of Massachusetts, University of Alabama Huntsville, and Old Dominion University Research Foundation. All delivery orders to date have been awarded on an unrestricted basis to Stevens' location in Hoboken, New Jersey.
The original solicitation sought an awardee to lead the Systems Engineering Research Center in applying innovative engineering methods to enhance productivity and develop flexible, responsive systems. Delivery orders indicate the Center has since supported efforts such as architecture process development for vertical lift systems, managing complexity in distributed C2, and integrating dynamic requirements and emerging technologies into defense acquisition. The breadth of research conducted under this IDC aims to transform DoD systems engineering practices through model-based approaches and new technologies.
