PRE-SOLICITATION NOTICE:Air Combat Command Acquisition Management & Integration Center (ACC AMIC); Joint Base Langley-Eustis is soliciting to provide non-personal services for the Remotely Piloted Aircraft (RPA) Operations and Maintenance (O&M) Support program. The primary objectives of this contract are to provide a high level of MQ-1, MQ-9 and RQ-4 organizational-level (O-level) maintenance and qualified Launch and Recovery Element (LRE) pilot and sensor operator aircrew support for MQ-1 Predator and MQ-9 Reaper Remotely Piloted Aircraft (RPA) weapons systems to sustain the combat and training capability at tasked locations worldwide. The contract is centrally managed by the ACC Acquisition Management and Integration Center (ACC AMIC) at Joint Base Langley-Eustis, Virginia. Support shall include aircraft maintenance management, Aerospace Ground Equipment (AGE) and Ground Support Equipment (GSE) maintenance, supply support, Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) Systems O&M support, Quality Assurance, Quality Control, and ancillary support programsThis acquisition is anticipated to be solicited as full and open. All responsible sources may submit a proposal, which will be considered. The North American Industry Classification System Code for this requirement is 488190. The solicitation will be issued as a Request for Proposal (RFP) utilizing Federal Acquisition Regulation, Part 15, Contracting by Negotiation. The government seeks to award to an offeror who gives the Air Force the best value utilizing subjective trade-off. The Government contemplates award of a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with fixed price, fixed price level of effort and cost reimbursable line items resulting from this solicitation. The IDIQ Ordering period will be 7 years from date of award, with no options at the IDIQ level. Options will be included at the task order level only. The RFP is planned to be posted on Federal Business Opportunities (FedBizOpps) world wide website www.fedbizopps.gov on or about 9 February 2017. The anticipated contract award date is mid-December 2017. Please note that all information pertaining to subject solicitation including updates on the acquisition and/or amendments to the solicitation will be posted to the FedBizOpps website. SUBJECT: Remotely Piloted Aircraft (RPA) Operations and Maintenance (O&M) Industry Day 1. The RPA O&M Industry Day is tentatively scheduled for Wednesday, 17 Aug 2016 at the Hilton Garden Inn, 180 Regal Way, Newport News VA 23602 from 9:00 a.m. to 11:00 a.m. This location is subject to change, and any change will be posted to to FedBizOpps at www.fbo.gov. Registration begins at 8:30 a.m. and the Industry Day session begins at 9:00 a.m. As space is limited, we request that you limit the number of individuals attending to a maximum of three (3). 2. Following the group Industry Day session, individual conferences will be available for those offerors interested in conducting a one-on-one session with the Government. We anticipate 45 -minute individual sessions on Wednesday, 17 Aug 2016, beginning at 1:00 p.m. The one-on-one sessions will be held at the HQ ACC AMIC in the 3rd floor DRX conference room located at 11817 Canon Blvd, Suite 520, Newport News, VA 23606. Each 45-minute individual session is available by appointment on a first-come, first-served basis for the period of 17-18 Aug 2016. We ask that you limit individual session discussions to RPA O&M specific contracting and program issues. If you would like to schedule a one-on-one session with Government representatives, please send your request via email to accamic.rpa.recomp2016@us.af.mil no later than Wednesday, 10 Aug 2016. During the group Industry Day session the Government will provide information and answer questions regarding the RPA O&M requirements and acquisition. Written questions will be accepted at Industry Day; however, government representatives may be better able to answer the questions if they are submitted prior to Industry Day. Points of origination for questions will not be made public; only the questions and Government responses will be discussed at Industry Day and posted to FedBizOpps at www.fbo.gov upon conclusion of the event. Questions and responses shall be used as part of the Government's continuous information exchange in an effort to adequately and appropriately state the service requirements for RPA O&M. For all questions submitted, please note whether you want it addressed during the open Industry Day session or during your one-on-one session. If an interested party believes its questions are proprietary, please annotate such in the title and body of your email so that your questions and the Government's responses are not publically discussed during Industry Day or posted to FedBizOpps. 1. THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This announcement closes 12:00 p.m. EDT on Tuesday, 6 Jul 16. The Government is seeking industry input from all sources (small and large business) at this time. Small Business concerns are highly encouraged to respond to this request in order for the Government to determine if this acquisition should remain full and open competition or set aside for small businesses under the auspices of the Federal Acquisition Regulation (FAR) Part 19. The applicable North American Industry Classification System (NAICS) for this requirement is 488190 (Other Support Activities for Air Transportation) with a size standard of $32.5M. Interested parties must be registered under NAICS 488190 in SAM (System for Award Management) at www.sam.gov, formerly known as CCR (Central Contractor Registration).
