Sources Sought: The 92nd Contracting Squadron is publicizing this SOURCES SOUGHT NOTICE in order to gather industry interest and information with respect to a potential Indefinite Delivery/Indefinite Quantity (IDIQ) Primarily Construct Only with limited design aspects as an Expedited Task Order Contract (ETOC) at Fairchild AFB WA. This IDIQ’s Period of Performance will be a five (5) year ordering period. No solicitation is being issued at this time. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB) and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Air Force will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and/or drawings, will be made available on the System for Award Management website (https://sam.gov/content/home). Interested parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates/amendments.
The government is seeking to identify qualified, experienced, and potential interested businesses capable of performing the type of work described herein. The ETOC provides a vehicle for execution of a broad range of maintenance; repair and minor/heavy construction performed under a design/build or bid/build process. For the purpose of this Sources Sought, the work to be performed under the ETOC will be within the North American Industry Classification System (NAICS) codes as follows: Sector 23 - Construction, Subsection 236 - Construction of Buildings size standard $39.5 Million, Subsection 237 - Highway, Heavy and Civil Engineering Construction, size standard $39.5 Million, and Subsection 238 - Specialty Trade Contractors, size standard $16.5 Million. The Expedited Award Task Order Contract (ETOC) is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracting program that supplements the Air Force Civil Engineer’s (CE) in-house capability to perform minor construction, facility repair, and real property maintenance projects on an as needed basis. This requirement is geared towards repair/maintenance/ primarily construct only projects typically ranging from $500 to $100,000. Projects will be simple and non-complex in nature to the most extent possible and typically cover general maintenance and repair type projects in an expeditious manner. Description of the work will be identified in each individual task order.
This acquisition is being considered as a Small Business with potential small business, sub-categories.
All interested parties are invited to respond. Prospective contractors must be registered in the System for Award Management (SAM) database at https://www.sam.gov/ before award of a government contract; failure to register in the SAM database will cause your firm to be ineligible for any future award.
Any subsequent RFP will include a seed project that will be used to rate offeror’s capabilities to determine basic contract awardees. The highest rated awardee will also receive award of the seed project Task Order. All successful contract awardees are guaranteed a minimum Task Order for $500 to attend an orientation seminar during the first year only. The government will compete future individual requirements with all of the awardees.
The government anticipates an award of up to three (3) contracts. The government will evaluate offers utilizing the best value continuum, tradeoff process described in the Federal Acquisition Regulation (FAR Part 15.3) and Air Force Federal Acquisition Regulation Mandatory Procedures (AFFARS MP 5315.3).
If your firm has an interest in proposing on a future requirement as described above, please prepare a Capability Statement with details as follows:
1. Company name, address, point of contact (POC), telephone and fax numbers, email address of point of contact (POC), CAGE Code, and Unique Entity Identification Number (UEID).
2. Company’s business size, to include the number of employees, number of years in the construction industry, and average annual gross revenue for the last three fiscal years.
3. Socioeconomic statuses (Small Business, Emerging Small Business, SBA Certified 8(a) Program Participant, SBA HUB Zone Firm, Small Disadvantaged Business, Service Disabled Veteran Owned Business, Veteran Owned Business, Woman Owned Business).
4. Potential teaming arrangements and delineation between the work that will be accomplished by the prime and the work accomplished by the teaming partner(s). Note: For general and heavy construction 15% of the cost of the contract, not including the cost of materials, must be performed by the prime contractor with its own employees. For special trade construction, such as plumbing, electrical or tile work, 25% percent must be self-performed by the prime contractor with its own employees.
5. Representation of ability to execute a broad range of maintenance, repair, and construction of real property (i.e., carpentry, excavation, interior renovation, exterior renovation, electrical, plumbing, painting, paving, roofing, demolition, masonry, hazardous material survey/abatement, and HVAC) from an on-the-shelf design. Identify specialty construction trades performed by prime company employees, if any, as well as experience in delivering multi-trade design/build projects.
6. Surge capability to provide significant increase in support (e.g., rapidly identify, employ, and equip resources) in the event of a government End of Fiscal Year (EOFY) or Economic surge in number, size, or complexity of projects.
7. Past/Current performance for projects within the last 5 years that your firm fulfilled a major role:
a. Contract identification number(s)
b. Title and a brief summary of the project requirements
c. Contracting Agency or firm (Government or commercial)
d. Value of contracts at award and completion to include the number/value of modifications and your firm’s percentage of the work
e. Type of contract (fixed price, cost reimbursement, labor hour, etc.)

8. Largest multi-trade project your company has successfully completed, to include value, name and location of client, date completed, and whether the project was renovation or new construction.
9. Identify bonding capacity and name(s) of surety (ies).

Description
Description of Work: This is a synopsis for an Expedited Task Order Contract (ETOC) at Fairchild AFB WA. This acquisition will provide indefinite delivery-indefinite quantity (IDIQ) construction efforts at Fairchild AFB, Washington. The ETOC will consist of primarily construct only, be simple/non-complex in nature, and typically cover general maintenance and repair of facilities. The work may include minor construction, facility repair, and real property maintenance projects on an as needed basis. The construction work will include tasks in a variety of trades such as demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical (including HVAC), painting, carpentry, roofing, millwork, road repair, and other specialty and general contracting work. Locations of work will be at Fairchild AFB, WA and other associated sites outside the base proper. Work to be performed under the ETOC will be within the North American Industry Classification System (NAICS) codes as follows: Sector 23 Construction, Subsection 236 Commercial and Institutional Building Construction size standard $45.0M, Subsection 237 Highway, Heavy and Civil Engineering size standard $45.0M, and Subsection 238 – Specialty Trade Contractors size standard $19.0M. Each contract awarded will contain one (1) five (5) year ordering period. Subsequent task orders will identify specific requirements for each project. Individual task orders may range from approximately $500.00 - $100,000.00. The program value to include all three (3) contracts and subsequent task orders is Not-to-Exceed $2.5M over a five (5) year period. This acquisition is an 8(a) Small Business Set-Aside under the Small Business Administration’s (SBA) Seattle District Office.
A pre-proposal conference/site visit will be held per Section L, FAR 52.236-27 and Paragraph 1.3 as stated in the solicitation, to include a site visit for the seed project. All prospective offerors are highly encouraged to attend this conference. Offerors are encouraged to submit all questions and requests for clarifications no less than ten (10) days prior to the RFP closing date. The decision whether to respond to questions and requests for clarification made less than ten (10) days prior to the RFP closing shall be at the sole discretion of the contracting officer.
Evaluation: Each offeror's proposal will be evaluated in strict accordance Section M of the RFP. The basis for award is to be subjective Tradeoff without technical factors. Past Performance will be considered approximately equal in importance to Price. The Request for Proposal (RFP) will include a seed project. The seed project is a construct only project and will be used for price evaluation purposes only. The magnitude of the seed project is between $25,000.00 and $100,000.00. The offeror's proposal must convey to the Government that the offeror possesses sufficient past performance experience for relevant construction projects that range from $500.00 to $100,000.00. Also, all offeror’s shall show the capability of receiving $2.5M in aggregate bonding. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if the Contracting Officer deems discussions are in the Government’s best interest.
If the lowest priced offer is determined to have a “Substantial Confidence” performance rating and is determined to be responsible, then the lowest priced offer represents the best value for the Government and will be awarded the Seed Project subject to the availability of funds. An ETOC contract award shall be made to that offeror.
The Government reserves the right to award a contract to other than the lowest priced offeror if the lowest priced offeror is judged to have a performance confidence assessment of “Satisfactory Confidence” or lower. In that event, the Source Selection Authority (SSA) shall make an integrated assessment best value award decision, considering price and past performance, for award of the seed project. The integrated assessment will be a subjective tradeoff with Price being approximately equal to Past Performance.
Additional ETOC awards will be determined by the same criteria used to determine award of the seed project. If the next lowest priced offer is determined to have a “Substantial Confidence” performance rating and is determined to be responsible, a subsequent ETOC award will be made. This process will continue until a total of up to three (3) ETOC contracts are awarded or until a proposal is determined to have a performance rating of “Satisfactory Confidence” or lower. At that time, the SSA will perform an integrated assessment best value decision based on the final rankings of the highest rated proposals from the SSA’s integrated assessment.
Award: The Government anticipates awarding up to three (3) Firm-Fixed Price, Indefinite Delivery-Indefinite Quantity (IDIQ) contracts. In addition, all contractors receiving an award will receive a $500.00 task order for the ETOC Orientation-Partnership Seminar to satisfy the contract minimum requirement. The Contractor’s participation in this seminar, held at Fairchild AFB and is mandatory. Future individual task order requirements will be competed among the awardees in accordance with the solicitation and contract provisions. In the event this RFP results in only one award, the awardee shall proceed to construct the project described in this RFP, as the seed project as required by the terms of the resulting contract subject to the availability of funds.
The Government reserves the right to cancel this RFP either before or after the closing date.
The RFP will be posted on the System of Award Management website at http://www.sam.gov on or about 2 March 2023 and close on or about 3 April 2023. The anticipated award date is 17 April 2023. This is an all-electronic solicitation release. Hard copies are not available. The Government will post amendments to the solicitation to the Electronic Posting System (EPS) at http://fbo.gov/. It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. Prospective contractors must be registered in the System for Award Management (SAM) database before award of a Government contract. Failure to register in the SAM database may cause your firm to be ineligible for award.
