z--Operations and Maintenance Services for NVFEL Ann Arbor, MI
Added: Jan 27, 2016 3:17 pm THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The United States Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), seeks a contractor for managed operations, maintenance, and auxiliary support services for the National Vehicle and Fuel Emissions Laboratory in Ann Arbor, Michigan. This is a follow-on requirement to contract EP-C-11-052. The purpose is to provide managed operations, maintenance, and auxiliary support services necessary to preserve and sustain the continued appearance, operation, and fitness of the NVFEL facility, equipment, and grounds for laboratory and administrative use on a twenty-four hour, seven day a week basis, with nominal disruption of regular, on-going NVFEL business during normal operations hours, in accordance with all applicable local, state, and federal laws and regulations. The services to be performed are described in the Draft Performance Work Statement (PWS). A draft PWS can be obtained from the FEDCONNECT website, https://www.fedconnect.net/ Specific areas to be addressed in capability statements submitted by respondents are as follows: (1) Building Maintenance; (2) Grounds Maintenance; (3) Emergency Repair Services; (4) Alterations, Modifications, and Construction; (5) Inventory and Purchasing Support; (6) Management, Staffing, and Records; (7) Health and Safety Plan; (8) Initial Status Reports. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and services in support of the efforts delineated by the Performance Work Statement (PWS). Any interested firm should submit a capability statement with information that clearly demonstrates their capabilities to provide the services described above, including facilities, personnel, experience and qualifications. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. It is anticipated that any future contract for these services will be a firm fixed priced type contract with a base period and four one-year option periods. The EPA reserves the right to set this action aside for small businesses. The applicable NAICS code is 561210 (Facilities Support Services) with a size standard of $38.5 million. A separate synopsis will be issued for the Request for Proposal (RFP), resulting from this sources sought synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hub zone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel. Responses to this sources sought must be submitted via Fed connect (www.fedconnect.net) no later than February 11, 2016. In order to respond, registration in Fed connect is required at www.fedconnect.net , see main page of Fed connect website for registration instructions. For assistance in registering or for other Fed Connect technical questions please call the Fed Connect Help Desk at (800) 899-6665 or email at support@fedconnect.net.
