Enhanced Army Global Logistics Enterprise (EAGLE)
This announcement is the annual synopsis for requirements falling under the scope of the Enhanced Army Global Logistics Enterprise (EAGLE) program. This annual synopsis covers requirements related to Army Materiel Maintenance Services, Retail/Wholesale Supply Services, and/or Transportation Support Services that fall within the scope of, and are designated for performance under, the EAGLE program and which emerge within the year after this annual synopsis is published, including but not limited to, the requirements specifically identified herein. The Army Contracting Command, Rock Island intends to issue a Basic Ordering Agreement (BOA) Request for Proposal (RFP) (Step 2 of the three-step procurement process) applicable for all EAGLE Task Order (TO) requirements emerging this year. Any responsible source may submit a proposal in response to the BOA RFP. The BOA RFP will result in the execution of BOAs with offerors determined to be technically acceptable in accordance with the requirements of the solicitation. Separate TO RFPs (Step 3) will also be issued for each of the EAGLE requirements emerging within the year; however, the BOA RFP will be the only opportunity contractors will have to obtain an executed EAGLE BOA in order to propose against the subsequent TO RFPs. BOA proposals will not be solicited nor accepted, and BOAs will not be executed, at any time other than during the annual BOA RFP, even for those emergent requirements not specifically identified herein; as such, if a contractor would like to have the opportunity to be able to participate in any future EAGLE TO that may arise within the next year, it is imperative that the contractor submit a proposal in response to the BOA RFP released subsequent to this synopsis. The estimated release date of the BOA RFP (W52P1J-19-R-0046) is February 2019; the closing date for the receipt of proposals will be identified in the RFP. The BOA RFP will be issued electronically, as will any amendments thereto. Contractors are advised to periodically review FedBizOpps (http://www.fbo.gov) in order to obtain any amendments which may be issued; failure to obtain any said amendments and to respond to them prior to the closing date and time of the BOA RFP may render the proposal nonresponsive and result in its rejection. As noted above, this synopsis covers all EAGLE requirements that emerge within the year after this annual synopsis is published. This includes, but is not limited to, the following requirements which have already been identified and designated for performance under the EAGLE program and for which the issuance of a TO RFP is already anticipated (though RFPs for upcoming EAGLE requirements will not be issued until the BOA execution process under RFP W52P1J-19-R-0046 is actually completed): Joint Personal Property Shipping/Processing Office (JPPSO): The Department of Army consolidated Army Personal Property Shipping Offices (PPSO) under regional DoD Joint Personal Property Shipping Offices (JPPSO). This contract consolidates all shipment management and payment services, "back office functions," at the regional JPPSOs. The contractor shall operate a multi-service Joint Personal Property Shipping Office (JPPSO) in accordance with Defense Transportation Regulation (DTR), DoD 4500.9-R which serves all members of the Army, Air Force, Navy, Coast Guard, Marine Corps, and DoD civilian employees seeking assistance irrespective of duty assignment or location of personal property. The contractor shall provide information concerning personal property shipments, regulations and procedures to all military members and authorized DoD civilian members. The contractor shall perform tasks such as arranging for shipment and/or storage of personal property, records and forms preparation, creation and submission of customer information into an electronic storage database, processing and maintenance of electronic files. The contractor shall provide courteous and efficient personal property movement services, to include routing and booking shipments for movement, preparing and distributing documentation for all customers authorized government shipment and storage of personal property, and the preparation of shipping documents. Personal property includes household goods, unaccompanied baggage, mobile homes, boats, privately-owned vehicles (POV), and non-temporary storage (NTS) and storage in transit (SIT). A Secret facility clearance is not required. Estimated release date of the RFP is March 2020, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 4th Quarter FY 20. This requirement will be issued as a 100 % Small Business Set-Aside. Kuwait & Qatar: The 401st Army Field Support Brigade (AFSB) headquarters located at Camp Arifjan, Kuwait is a mission-focused, modular organization designed to bring logistics to every element of the expeditionary Army. The 401st AFSB provides one-stop single integration fielding for new technology systems and sustainment maintenance to units in Southwest Asia. In addition, the brigade provides centralized command and control for the U.S. Army Materiel Command's (AMC) Life Cycle Management Commands forward repair activities and support to the Assistant Secretary of the Army, Acquisition, Logistics and Technology (ASA/ALT) Program Executive Offices and Program Managers in Kuwait. This requirement includes support to two subordinate Army Field Support Battalions providing support at the corps or theater level. The Army Field Support Battalion-Kuwait (AFSBn-Kuwait) manages Army Prepositioned Stocks (APS), including Theater Sustainment Stocks (TSS), Configuration for Combat (CFC) and Theater Provided Equipment (TPE), from its headquarters at Camp Arifjan. AFSBn-Kuwait is also an integral part of the retrograde support and theater-wide support to SWA. The Army Field Support Battalion-Qatar (AFSBn-Qatar), located in Camp As Sayliyah, Qatar, executes oversight for the Qatar APS Materiel Enterprise, which is comprised of a Fires and Sustainment Brigade Set, Operational Project (OPPRJ) stocks and War Reserve Secondary Items (WRSI) in support of strategic worldwide force projection mission requirements directed by ASC or the Department of the Army. AFSBn-Qatar also supports numerous tactical tenant organizations. AFSBn-Kuwait and AFSBn-Qatar are two separate and distinct organizations that provide direct support to the 401st AFSB. The Army Field Support Battalion-Southwest Asia (Provisional) (AFSBn-SWA (Prov)), located in Camp Buehring, Kuwait, executes oversight to the Iraq Theater Provided Equipment (TPE) and Redistribution Property Assistance Team (RPAT) capabilities. A Secret facility clearance is required. Estimated release date of the RFP is March 2020, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 4th Quarter FY 20. This requirement will be issued as unrestricted. Fort Bragg, NC: Fort Bragg, NC (FBNC) the home of the XVIII Airborne Corps, was established in 1918 as a field artillery site. The installation is located 50 miles south of Raleigh, the state capital, and 10 miles northwest of Fayetteville. In addition to the XVIII Airborne Corps, the installation is the home of the 82nd Airborne Division (All American) and the U.S. Army Special Operations Command. The contractor shall provide the capability to support Mobilization Force Generation Installation (MFGI) teams for a no-notice, large scale partial/full mobilization responsible for providing power projection, combat preparation, post mobilization training, and other capabilities that support the Army's readiness for war, contingencies, and national emergencies. The contractor may be may be responsible for Installation logistics support requirements are demanding and continuously evolving as operational requirements change. The contractor will provide logistical support, including, but not limited to, the following functional areas: field and sustainment level maintenance support to tactical units, TDA units and Government civilian activities. Pre-Deployment Training Equipment (PDTE); Field Level RESET program; routine tactical maintenance back-up; Unit Maintained Equipment (UME) and Contact Maintenance Support Teams (CMSTs) as required to provide Field Level Maintenance services and repairs at supported Units Motor Pools and/or other maintenance facilities on Fort Bragg and other AR 5-9 area support, Transportation Motor Pool (TMP) operations, Unit Movement Operations, Installation Transportation Deployment Support Activity (ITDSA) operations, Arrival/Departure Airfield Control Group (ADACG) operations, container management, rail support activity operations, cargo movement, Personal Property Shipping Office (PPSO), freight management; personnel movement support, Port Support Activity (PSA), Privately Owned Vehicle (POV) storage, Central Issue Facility (CIF) operations, Ammunition Supply Point (ASP) operations, Installation Property Book Office (CIPBO), Supply Subsistence Management Office (SSMO) operations, Central Receiving Point (CRP), hazardous material (HAZMAT) warehousing operations and retail supply operations through the Installation's classes of supply I, II, III, IIIP, IIIB, IV VII and IX, Provide Installation DODAAC Coordinator Services, Installation Property Book and Equipment Management Property Accountability (to include PDTE), Property Accountability and Audit Teams (PAAT), Ammunition Supply Operations and Ammunition Supply Point (ASP) Management. A Secret facility clearance is required. Estimated release date of the RFP is August 2020, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 2nd Quarter FY 21. This requirement will be issued as unrestricted. Hazardous Material Supply Operations (HMSO) CONUS: Contractor will provide support to Hazardous Material Supply Operations (HMSO) for various installations throughout the Continental United States (CONUS) to include, but not limited to Ft Rucker, AL, Eglin, FL, White Sands Missile Range (WSMR),TX and Ft Bliss, TX. The overall effort will consist of the complete operation of a local HMSO office that provides the needed management and personnel to effectively, efficiently and safely receive, store and issue hazardous material at the above mentioned sites. The specific requirements will vary by site. The contractor shall provide HMSO for the purpose of tracking and controlling all hazardous materials that are received, stored and issued at the supported installation. The contractor will process all materials received during established duty hours and will complete all receipts in a timely manner. The HMSO shall be responsible to store only the amount of hazardous materials that can be safely stored within the footprint of the facility. The contractor shall manage a labeling system for all products which is beneficial to the customers and the installation. EESOH-MIS barcode labels shall be affixed to all hazardous materials processed by the HMSO. The Government will provide labels and ribbons. These materials shall be segregated and stored in the appropriate storage containers (e.g. oxidizers, acids, flammables, etc.) per Technical Manual TM 38-410 or local requirements, whichever is more stringent. Stocked materials shall be rotated based on shelf life date. Material shall be handled in accordance with local Standard Operating Procedures. A re-use/free-issue center shall be operated as part of the HMSO operations. A Secret facility clearance is not required. The estimated release date of the RFP is June 2020, with a closing response date approximately 30 days after the release. The estimated task order award is 1st Quarter FY 21. This requirement will be issued as an 8(a) Set-Aside. Ft. Carson, CO - Fort Carson, CO (FCCO), the "Mountain Post," is located just south of Colorado Springs at the base of the Rocky Mountains. FCCO is home to the 4th Infantry Division (4ID), 4th Engineering Battalion, 10th Special Forces Group and the 43rd Sustainment Brigade. The contractor shall provide the capability to support Mobilization Force Generation Installation (MFGI) teams for a no-notice, large scale partial/full mobilization responsible for providing power projection, combat preparation, post mobilization training, and other capabilities that support the Army's readiness for war, contingencies, and national emergencies. The contractor will provide logistical support, including but not limited to the following functional areas: field and sustainment level maintenance support to tactical units, TDA units and Government civilian activities. Central Issue Facility (CIF) operations, hazardous material (HAZMAT) warehousing operations, retail supply operations through the Installation's classes of supply I, II, III, IIIP, IIIB, IV VII and IX, Ammunition Supply Point (ASP) management, personnel movement support, Privately Owned Vehicle (POV) Storage Facility, Materiel Movements, transportation motor pool (TMP) management and Movement Control assistance. A Secret facility clearance is required. Estimated release date of the RFP is September 2020, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 2nd Quarter FY 21. This requirement will be issued as 8(a) Set-Aside. Ft. Riley, KS - Fort Riley is home to the 1ST Infantry Division "BIG RED ONE". Ft. Riley serves as a power projection platform for active and reserve component soldiers conducting operations in the Middle East and around the world. The contractor shall provide the capability to support Mobilization Force Generation Installation (MFGI) teams for a no-notice, large scale partial/full mobilization responsible for providing power projection, combat preparation, post mobilization training, and other capabilities that support the Army's readiness for war, contingencies, and national emergencies. The contractor will provide logistical support to include, but not limited to the following functional areas: field and sustainment level maintenance support to tactical units, TDA units and Government civilian activities, Central Issue Facility (CIF) operations, Asset Management (Installation Property Book and Equipment Management), bulk fuel operations, Ammunition Supply Operations and Ammunition Supply Point (ASP) Management, All Army Excess (AAE) / 980K, Hazardous Material (HAZMAT) operations, Supply Support Activity (SSA) Management (Classes of Supply include I, II, IIIP, IV, VII and IX), Subsistence Supply Management Office (SSMO) operations, Freight, Rail, Unit Movement (UMB), Personal Property Shipping Office (PPSO) operations, personnel movement support, and Transportation Motor Pool (TMP) management for the Installation. A Secret facility clearance is required. Estimated release date of the RFP is June 2020, with a closing response date approximately 30 days after the release. Dugway Proving Grounds, UT - Dugway Proving Ground, UT (DPG) is the nation's Major Range and Test Facility Base (MRTFB) for Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE). Dugway Proving Ground facilitates testing, evaluation, and training for our nation's elite forces and first responders through our capable workforce, high desert venues, and facilities. Dugway Proving Ground is a remote site located approximately 90 miles southwest of Salt Lake City, Utah. The installation covers in excess of 800,000 acres, which sometimes requires the contractor to function outdoors in isolated, high desert environments. The LRC's main facilities are located at English Village however, part of the LRC's areas of operations includes the West Desert Test Center where Michael Army Airfield and Ditto Technical Center are located. The contractor will provide logistical support including, but not limited to the following functional areas: field and sustainment level maintenance support to tactical units, TDA units and Government civilian activities. ISSD provides supply & services support to include limited Central Issue Facility (CIF) operations, hazardous material (HMMP) warehousing operations and retail supply operations through the Installation's classes of supply I, II, III, IIIP, IIIB, IV, VII and IX. ITD provides Materiel Movements (Freight), Hazardous Material Packaging and transportation motor pool (TMP) management for the Installation. A Secret facility clearance is required. Estimated release date of the RFP is October 2019, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 2nd Quarter FY 20. This requirement will be issued as 8(a Set-Aside. LRC Charleston, Goose Creek, South Carolina (APS-3): Logistics Readiness Center - Charleston (LRC-CHS) provides Army units the capability to quickly generate combat power at any location designated by the National Command Authority by establishing, maintaining, conducting a handoff, and reconstituting Army Prepositioned Stocks (APS-3) afloat. The APS-3 stocks are combat-ready assets prepositioned in peacetime to meet the increase in military requirements at the outbreak of war, a contingency, or other emergency. These stocks are strategically located aboard ships at key areas throughout the world. The contractor will be responsible for logistics support services to include, but not limited to, the functional areas of: supply, maintenance, transportation, shipboard Care of Supplies in Storage (COSIS), deployment or handoff support, and support requirements necessary to synchronize, coordinate and sustain the services required in these core functional areas. Services shall be performed as required in Goose Creek, SC, aboard APS-3 ships, on travel status at other locations and in deployment areas as designated. The nature of the work requires the Contractor to interact with other Government contractors during daily operations to prevent disruption of the work. The typical concept of operations for performing all the requirements associated with a ship maintenance cycle include requisitioning parts, when the ship arrives the equipment is downloaded and staged on concrete and gravel lots at the Port by commercial stevedores employed by the Surface Deployment and Distribution Command (SDDC). Equipment is then turned over to the APS-3 EAGLE contractor who moves the equipment to the maintenance shop area. Technical inspections are performed to determine the repairs that are needed and additional repair parts are ordered as required. The equipment is then serviced, repaired, cleaned, preserved and sent back to the port to be uploaded back onto the ship. A Secret facility clearance is required. Estimated release date of the RFP is November 2019, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 3rd Quarter FY 2020. This requirement will be issued as unrestricted. Picatinny, NJ: Picatinny Arsenal is an American military research and manufacturing facility located on 6,400 acres of land in Jefferson and Rockaway Township in Morris County, New Jersey, United States, encompassing Picatinny Lake and Lake Denmark. The Arsenal is the headquarters of the United States Army Armament Research, Development and Engineering Center. It is known for developing the ubiquitous Picatinny rail, as well as being the Army's center of expertise for small arms cartridge ammunition. The contractor will provide logistical support, including, but not limited to, the following functional areas: Central Receiving Point (CRP), Petroleum Oil and Lubricants (POL), Hazardous Materials (HM) / HAZMAT management per the current Hazardous Materials Management Program (HMMP), property book management, Transportation Motor Pool (TMP), materiel maintenance support through efficient, effective field level maintenance and sustainment level maintenance tasks on non-GSA Government owned tactical and non-tactical equipment and freight movement. This task order will be the first EAGLE task order at Picatinny. A secret facility clearance is required. The estimated release date of the RFP is May 2020, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 1st Quarter FY 21. This requirement will be issued as a 100 % Small Business Set-Aside. Fort Lee, Joint Base Langley-Eustis (JBLE), and Joint Expeditionary Little Creek-Fort Story (JELCFS), VA: The contractor will provide logistical support to include, but not limited to, the following functional areas at Ft. Lee, VA (FLVA): Maintenance mission is to provide field and sustainment level maintenance support to tactical units and Government civilian activities. Supply mission is to provide support to include Central Issue Facility (CIF) operations, Ammunition Supply Point (ASP) operations (Class V), (Class I), hazardous material (HAZMAT), warehousing operations, retail supply operations through the Installation's classes of supply II, III, IV, VII, IX Supply Support Activity (SSA), and consolidated Installation Property Book Office (IPBO) operations. Transportation is responsible to provide Personal Property Shipping Office (PPSO) operations, rail movement operations, container storage and repair operations, strategic and local materiel and personnel movement support, unit movement planning support, and transportation motor pool (TMP) management for the Installation. JBLE: Provides field level and sustainment level maintenance for tactical and non-tactical equipment in support of the 7th Sustainment Brigade as well as other tactical and non-tactical Units, tenants and activities. The Maintenance mission currently consists of support for automotive, general equipment, weapons maintenance, communication and electronics, and construction equipment. Their supply mission is to provide ASP support (Class V) to all active and reserve component forces training on the installation. Fort Story currently consists of a consolidated maintenance capability providing field and sustainment level maintenance support for tactical, non-tactical equipment automotive, Material Handling Equipment (MHE), special purpose and heavy equipment (tactical and non-tactical). The Fort Story maintenance facility is a satellite location of JBLE which is located approximately 50 miles southeast, near Virginia Beach, VA. The contractor shall conduct mission requirements at each of the autonomous sites identified above under a singular project management concept. A Secret facility clearance is required. The estimated release date of the RFP is October 2019, with a closing response date approximately 30 days after the release. The estimated task order award is 12nd Quarter FY 20. This requirement will be issued as a 100 % Small Business Set-Aside. For each EAGLE task order, the contractor will be required to furnish all of the services, personnel, labor, facilities, materials, supplies, and equipment to accomplish required tasks unless specific items of Government Furnished Property / Material, PWS or Government Provided Services are called out in the task order RFP. The scope of the requirements and estimated RFP release dates and award dates noted above are subject to change. Once an EAGLE requirement is identified, the anticipated dates for RFP issuance and Task Order award will be posted on the EAGLE website at http://acc.army.mil/contractingcenters/acc_ri/eagle/index.html and periodically updated as necessary. The Army will not issue a separate synopsis for each of the EAGLE requirements emerging within the year prior to issuing the applicable Task Order RFP. Task Order RFPs will be issued electronically at http://www.fbo.gov in accordance with FAR 4.5 and 5.201; hardcopies will not be provided, but contractors can download a copy of a Task Order solicitation from http://www.fbo.gov on or after the issuance date. It is the Government's intent that EAGLE Task Order RFPs valued at ≤$38.5M will be set-aside for competition amongst the small business EAGLE BOA holders; however, individual EAGLE Task Order RFPs will identify whether the Task Order is being set-aside for small business. Some EAGLE Task Orders will require a SECRET Facility Clearance. For those such Task Orders, the offerors (and subcontractors performing applicable tasks) will be required to possess the SECRET Facility Clearance at the time of the RFP closing date, at the time of award, and throughout the life of the contract. The offeror (i.e. the legal entity that is submitting the proposal and would be identified as the awardee of the contract) will be required to possess the SECRET Facility Clearance itself and will not be able to rely solely on the clearance of a subcontractor; for a proposal submitted by a Joint Venture, the SECRET Facility Clearance must be granted under the name and CAGE code of the Joint Venture itself for it to be eligible for award, regardless of whether the managing partner or all members of the Joint Venture have a SECRET Facility Clearance. Possession of an INTERIM SECRET Facility Clearance at the time of RFP closing date may be sufficient to meet the requirement for some Task Orders, provided that it can be validated by the Defense Security Service (DSS); however, if access to classified COMSEC information will be necessary for the performance of a Task Order, FINAL US Government Clearance at the appropriate level will be necessary to perform upon award. Possession of a BOA will not alleviate the need for the SECRET Facility Clearance, therefore, offerors who plan on competing for the task order solicitations that require a SECRET Facility Clearance will need to obtain the SECRET Facility Clearance via sponsorship from another contractor who already possesses a SECRET Facility Clearance.
