Computed Radiography (CR) Engineering Change Proposal (ECP)
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ seeks to identify potential sources for an Engineering Change Proposal (ECP) to the Computed Radiography (CR) System. The CR is a portable, ruggedized system that processes imaging plates (IPs) for radiographic image viewing, interpretation and storage capability for Navy and Marine Corps Intermediate level Nondestructive Inspection (NDI) labs. The CR is categorized as Class 3 Common Support Equipment, in accordance with MIL-PRF-28800F; i.e., equipment is designed for operational environments where conditions are routinely encountered in a diverse, controlled climate. Examples include test equipment for bench-top, rack-mount and occasional portable use in diverse, environmentally controlled locations.
The objective is to mitigate parts obsolescence in the existing system. The CR ECP shall include, but not be limited to the following constraints:
Technical:
•1. The upgraded CR shall be capable of operating in a Class 3 environment, as defined by MIL-PRF-28800. The CR is to be used shipboard and ashore by I-level maintenance personnel.
•2. The upgraded CR shall meet all technical requirements of the existing VMI 5100MS-N fielded system.
•3. The CR ECP shall be a form-fit-function obsolescence upgrade that has minimal training and no calibration impacts to the existing system, and that allows for continued sustainment of the system for a minimum of ten (10) years from the date of installation.
•4. The CR ECP shall be designed to have no-to-minimal impacts on existing aircraft inspection procedures.
Logistics:
•1. System operation/maintenance is not to require any special tools
•2. Logistics Support Package including but not limited to:
•a. Technical Manuals in MIL-STD-3001 format
•b. Logistics Management Information
•c. Provisioning Technical Documentation
•d. Training Course Update Documentation
Interested companies are requested to provide information on products/services similar in scope and effort. No Government-Furnished Information will be provided in conjunction with this RFI. The Government does not own technical data rights to the existing proprietary CR hardware or software. Respondents to this RFI may provide catalogs, drawings/illustrations, technical manuals, training descriptions/materials, warranty information, testing documentation, brochures and/or any other documentation that describes their capability to design, develop, manufacture and support an effort of the type described herein.
In addition, it is requested that respondents identify government and/or commercial customers to whom same or similar equipment and logistics support packages have been delivered. Provide customer points of contact, including a telephone number, e-mail address/web site, quantities sold along with dates sold, and a description of the unit(s).
This RFI is issued for the purpose of determining market interest, feasibility, and capability of sources and does not constitute a request for proposal. This announcement is not a formal solicitation and is not a request for proposal. No contract will be awarded from this announcement. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the government. No reimbursement will be made of any costs to provide information in response to this announcement or any follow-up information requests. Availability of any formal solicitation will be announced under a separate Commerce Business Daily announcement.

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and award a fixed price award, on a sole source basis to VMI Nondestructive Testing Solutions (VMI), (CAGE 8BBQ3) in Pensacola, Florida.
This effort will be for a Computed Radiography (CR) System Engineering Change Proposal (ECP), to resolve parts obsolescence while maintaining current capability. The ECP will resolve obsolescence issues with the system and is capable of being drop-in functional replacements for the legacy systems. This effort requires (5) Pilot Production Units, and a total quantity of 100 production units (inclusive of Foreign Military Sales and other Department of Defense agency quantities). The CR is a portable, ruggedized system that processes imaging plates for radiographic image viewing, interpretation and storage capability for Navy and Marine Corps Intermediate level Nondestructive Inspection (NDI) labs.
The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." VMI is the original designer, developer and manufacturer of the legacy system product line and is the only source with the requisite knowledge, experience and technical expertise to produce ECP replacement systems for the US Navy/Marine operational environment without a developmental effort to meet the Navy’s requirements. VMI has already designed updated systems for the Navy’s operational requirements.
This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
