THE IMPACTED POPULATION PRIMARILY CONSISTS OF PEOPLE WHO INJECT DRUGS AND PEOPLE WHO ARE UNSTABLY HOUSED. MANY INDIVIDUALS ASSOCIATED WITH THE OUTBREAK EXPERIENCE INCARCERATION. IN APRIL 2025, MAINE ADAP INITIATED A JAIL PROGRAM WHERE IT SUPPLIED ANTIRETROVIRAL (ARV) MEDICATION FOR INCARCERATED CLIENTS LIVING WITH HIV IN COUNTY JAILS LOCATED IN AROOSTOOK, FRANKLIN, HANCOCK, LINCOLN, OXFORD, PENOBSCOT, SOMERSET, AND SAGADAHOC COUNTIES. THIS PROGRAM WAS WELL RECEIVED, AND THERE IS INTEREST TO EXPAND; HOWEVER, THE OUT-OF-POCKET COSTS OF THE ARVS ARE A LARGER BURDEN THAN EXPECTED ON THE PROGRAM. MAINE ADAP REQUESTS $140,981 IN ADAP EMERGENCY RELIEF FUNDS TO CONTINUE TO PROVIDE ART TO NEWLY DIAGNOSED OR OUT-OF-CARE PEOPLE LIVING WITH HIV WHO ARE INCARCERATED IN COUNTY JAILS LOCATED IN ANDROSCOGGIN, AROOSTOOK, FRANKLIN, HANCOCK, KENNEBEC, LINCOLN, OXFORD, PENOBSCOT, SOMERSET, AND SAGADAHOC COUNTIES. ADAP EMERGENCY RELIEF FUNDS WOULD ALLOW THE PROGRAM TO FUND EIGHT CLIENTS LIVING WITH HIV INCARCERATED IN TEN OF MAINE'S 16 COUNTIES. WITHOUT ADAP ERF, MAINE ADAP WILL CLOSE ITS JAIL PROGRAM AND NO LONGER SUPPORT ARV MEDICATIONS FOR PEOPLE LIVING WITH HIV WHO ARE INCARCERATED.
