PURPOSE OF THE AWARD ACTIVITIES TO BE PERFORMED INTENDED BENEFICIARIES EXPECTED OUTCOMES: THE NEAR NORTHWEST MANAGEMENT DISTRICT (DISTRICT) HAS BEEN AWARDED $275663 IN FTA FY2019 SECTION 5310 FUNDING BY HOUSTON METRO. THE CRRSAA PROVISION FOR UNUSED 5310 FUNDS WILL BE UTILIZED IN THIS GRANT APPLICATION. THESE FUNDS WILL GO TOWARDS THE (RE)CONSTRUCTION OF SIDEWALKS ALONG WEST TIDWELL ROAD PINEMONT DRIVE AND TC JESTER BOULEVARD. THESE IMPROVEMENTS ARE WITHIN 1/2 MILE OF BUS STOPS WITHIN THE NEAR NORTHWEST DISTRICT IN HOUSTON TEXAS. ACCORDINGLY THESE IMPROVEMENTS WILL DIRECTLY BENEFIT TRANSIT USERS UTILIZING METRO SERVICE. THIS PROJECT WILL IMPROVE SAFE ACCESS TO TRANSIT THROUGH THE INSTALLATION AND RECONSTRUCTION OF PEDESTRIAN/TRANSIT ACCESS IMPROVEMENTS. THE SCOPE OF WORK MAY BE LIMITED TO INSTALLATION AND RECONSTRUCTION OF SIDEWALKS CROSSWALKS PLANTING STRIPS PEDESTRIAN LIGHTING AND ADA RAMPS. ALL WORK WILL OCCUR WITHIN THE EXISTING RIGHT-OF-WAY. CRRSAA WAIVES THE REQUIREMENT FOR LOCAL SHARE FOR PREVIOUSLY APPORTIONED (FY21 AND PRIOR) UNOBLIGATED SECTION 5310 FUNDS.SPLIT LETTER IS ATTACHED. SUBRECIPIENT ACTIVITIES: N/ANEAR NORTHWEST MANAGEMENT DISTRICT CERTIFIES THEY HAVE NOT FURLOUGHED ANY EMPLOYEES. ALL PROJECTS ARE DERIVED FROM A CURRENT COORDINATED HUMAN SERVICES PLAN.FUNDS ARE BEING USED FOR NON-TRADITIONAL EXPENSES WHICH CANT EXCEED 45% OF THE FULL UZA APPORTIONMENT. THE CONSTRUCTION OF THE PROPOSED PROJECT WOULD ALLOW THE ELDERLY AND DISABLED BETTER ACCESS TO AND INTEGRATION INTO EXISTING NEARBY FIXED ROUTE SERVICES INSTEAD OF HAVING TO RELY ON ADA PARATRANSIT SERVICES. CONSTRUCTION OF THE PROPOSED PROJECT WILL PROVIDE ENHANCED ACCESS TO TRANSIT AS WELL AS THE WHITE OAK BAYOU PED-BIKE TRAIL SYSTEM TO SENIORS AND PEOPLE WITH DISABILITIES THAT RESIDE IN THE PROJECT AREA PARTICULARLY THE PEPPER TREE MANOR SENIOR LIVING APARTMENTS LOCATED NEAR THE INTERSECTION OF ANTOINE DR. AND WEST TIDWELL ROAD. NNMD WILL DESIGN AND CONSTRUCT THE SIDEWALKS AND RAMPS USING THE CITY OF HOUSTONS 2020 INFRASTRUCTURE DESIGN MANUAL (HOUSTON IDM). THE IDM REQUIRES AN ABSOLUTE MINIMUM WIDTH OF A SIDEWALK TO BE 72 WHICH IS AN ENHANCED STANDARD THAN ADA. THE WIDER SIDEWALKS AND ADA RAMPS WILL ENHANCE THE MOBILITY FOR SENIORS AND PEOPLE WITH DISABILITIES.
