DESCRIPTION:THE AGREEMENT PROVIDES FUNDING TO THE COMMONWEALTH OF VIRGINIA TO FUND A PROJECT THAT VIRGINIA'S SUSTAINABILITY EFFORTS IN DEMONSTRATING AND ADVANCING THE USE OF HYBRID, ELECTRIC, AND OTHER CLEAN FUEL/ENERGY TECHNOLOGIES, SUPPORTS THE DERA PROGRAMMATIC PRIORITIES, AND IS ALIGNED WITH GOAL 1 OF THE EPA'S FISCAL YEAR 2022-2026 STRATEGIC PLANMDASH;TACKLE THE CLIMATE CRISISMDASH;THROUGH THE REDUCTION OF EMISSIONS THAT CAUSE CLIMATE CHANGE BY RETIRING DIESEL EQUIPMENT FOR CLEANER TECHNOLOGIES.ACTIVITIES:THE ACTIVITIES FUNDED BY THE GRANT INCLUDE ACQUIRING FOUR NEW ELECTRIC UTILITY TRACTOR RIGS THAT WILL REPLACE THE FOUR DIESEL UTILITY TRACTOR RIGS CURRENTLY IN OPERATION AT NORFOLK INTERNATIONAL TERMINALS (NIT) IN NORFOLK, VIRGINIA. THE COMMONWEALTH OF VIRGINIA IS COMMITTED TO CONTINUING THE REPLACEMENT OF DIESEL UTILITY TRACTOR RIGS (UTRS) FOR CLEANER ALTERNATIVES. THE PROJECT WILL PRODUCE IMMEDIATE ENVIRONMENTAL IMPROVEMENTS THROUGH REDUCTION OF EMISSIONS, DIESEL FUEL CONSUMPTION, AND NOISE BY SCRAPPING THE TARGETED PORTION OF THE EXISTING FLEET.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLE INCLUDES THE REPLACEMENT OF 4 TIER IV DIESEL UTILITY TRACTOR RIGS WITH FOUR NEW BATTERY ELECTRIC UTILITY TRACTOR RIGS AND TWO CHARGING STATIONS, WHICH WILL SUPPORT THE COMMONWEALTH OF VIRGINIA'S CONTINUED EMISSION REDUCTION GOALS. THE EXPECTED OUTCOMES INCLUDE 100% ANNUAL REDUCTIONS OF NOX, PM, AND CO AS WELL AS DIESEL USE FOR THE FOUR VEHICLES. THIS WILL AMOUNT TO.215 TONS NOX,.003 TONS PM,.023 TONS HC,.059 TONS CO, 607.5 TONS CO2, AND 54,000 GALLONS OF FUEL ANNUALLY AND.859 TONS NOX,.013 TONS PM,.091 TONS HC,.235 TONS CO, 2430 TONS CO2, AND 216,000 GALLONS OF DIESEL IN THEIR REMAINING FOUR YEARS OF USE. THESE REDUCTIONS WILL IMPROVE LOCAL AIR QUALITY AND DECREASE THE POTENTIAL FOR NEGATIVE HEALTH EFFECTS FOR THE LOCAL POPULATION. THE INTENDED BENEFICIARIES INCLUDE RESIDENTS AND COMMUNITIES SURROUNDING THE PORT OF VIRGINIA FACILITIES, SUCH AS NEWPORT NEWS, NORFOLK, PORTSMOUTH CITY, SUFFOLK, VIRGINIA BEACH, AND YORK.
