The American Institutes for Research (AIR) was awarded a $600,000 Project Grant from the National Institute on Disability, Independent Living, and Rehabilitation Research (CFDA 93.433) to address Medicaid home and community-based services (HCBS) waitlists and improve community living and participation for individuals with intellectual and developmental disabilities (I/DD). The key objectives of this 5-year project are to: (1) examine the effects of Medicaid policies on HCBS waitlists, service use, health outcomes, and community participation for people with I/DD; (2) develop and test a person-centered needs assessment tool to help individuals and families articulate HCBS needs and inform state waitlist management policies; and (3) create resources to support people with I/DD and their families in navigating HCBS waitlists. Expected products include policy briefs on effective HCBS delivery and payment policies, and an online toolkit to help people with I/DD and families navigate HCBS waitlists and identify alternative community supports.
