THIS AWARD WILL LAUNCH A SCHOOL MEALS PROGRAMME AS A SAFETY NET AIMING TO INCREASE AND/OR STABILIZE SCHOOL ATTENDANCE OF BOTH BOYS AND GIRLS. AT THE SAME TIME, THE PROGRAMME AIMS AT IMPROVING ACCESS TO NUTRITIOUS FOOD. GIVEN THE FACT THAT PREVAILING FOOD INSECURITY IS ONE OF THE TARGETING CRITERIA, THE PROGRAMME CAN BE EXPECTED TO POSITIVELY IMPACT ON FOOD AVAILABILITY AND NUTRITIONAL STATUS OF THE CHILDREN. IN THE MEDIUM AND LONGER TERM POSITIVE EFFECTS ON ENROLMENT AND A REDUCTION OF THE DROPOUT RATE ARE ANTICIPATED. GAINS CAN BE MADE BY ADVOCATING WITH THE MINISTRY OF EDUCATION COUNTERPARTS FOR CREATING A DECENTRALIZED PROJECT MANAGEMENT STRUCTURE. REPORTING AND MANAGEMENT FUNCTIONS WILL BE DELEGATED TO DISTRICT AND GOVERNORATE LEVEL AUTHORITIES TO CREATE STRONG MECHANISMS TO OVERSEE PROGRAM IMPLEMENTATION. THE DISTRICT EDUCATION OFFICIALS WILL BE SENSITIZED TO ADDRESS AND SOLVE OPERATIONAL ISSUES EMERGING AT THEIR LEVEL OF RESPONSIBILITY TO GUARANTEE A SMOOTH IMPLEMENTATION OF THE PROJECT.
