DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING TO WISCONSIN DEPARTMENT OF NATURAL RESOURCES TO CONDUCT SUPERFUND CORE ACTIVITIES THAT IS NOT ASSIGNABLE TO SPECIFIC SITES BUT WILL SUPPORT THE RECIPIENT'S RESPONSE PROGRAM UNDER THE COMPREHENSIVE ENVIRONMENTAL RESPONSE, COMPENSATION AND LIABILITY ACT. ACTIVITIES INCLUDE PROGRAM MANAGEMENT AND SUPERVISION; COOPERATIVE AGREEMENT AND CONTRACT ADMINISTRATION; FISCAL AND CONTRACT MANAGEMENT ACTIVITY; LEGAL ASSISTANCE, INCLUDING COST RECOVERY AND LITIGATION ACTIVITIES; AND ADMINISTRATIVE AND GENERAL CLERICAL/TECHNICAL SUPPORT.ACTIVITIES:NON-SITE-SPECIFIC ACTIVITIES TO BE PERFORMED INCLUDE THE FOLLOWING: REMOVALS, SITE ASSESSMENT, SUPPORT TO EPA FOR SPECIFIC SUPERFUND SITES, STATE-LEAD SUPERFUND ACTIVITIES, FIVE-YEAR REVIEWS, AND SUPERFUND CORE. THE ROLE OF THE CORE FUNDING IS TO PROVIDE OVERSIGHT AND SUPPORT TO HELP THE SUPERFUND PROGRAM FUNCTION EFFECTIVELY.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES: ANTICIPATED OUTCOMES, EXPECTED DELIVERABLES AND INTENDED BENEFICIARIES INCLUDE OUTCOMES CORE FUNDS WILL BE USED TO ENSURE A QUALITY SUPERFUND PROGRAM CONTINUES TO BE IMPLEMENTED IN WISCONSIN. THIS INCLUDES MAINTAINING A WELL-TRAINED STAFF THAT CAN ACCURATELY RESPOND IN A TIMELY MANNER. IN ADDITION, CORE FUNDING PROVIDES FOR MANAGEMENT OVERSIGHT AND SOUND FISCAL POLICY. OUTPUTS THE 5 MAJOR OUTPUTS THAT WILL BE ACHIEVED USING CORE FUNDING INCLUDE: 1. PREPARATION OF ROUTINE PROGRAM ASSESSMENTS, 2. PREPARATION OF CORE COOPERATIVE AGREEMENT (CA) APPLICATION, 3. DEVELOPMENT OF NEW OR REVISED GUIDANCE DOCUMENTS, 4. UPDATING THE QUALITY MANAGEMENT PLAN (QMP) AS NEEDED, AND 5. REVISING ADMINISTRATIVE RULES TO INCLUDE NEW TECHNICAL AND POLICY RELATED INFORMATION. DIRECT BENEFICIARIES OF THIS PROGRAM INCLUDE RESIDENTS OF THE STATE OF WISCONSIN.
