DESCRIPTION:THIS GRANT PROVIDES ASSISTANCE TO THE STATE OF OREGON'S UNDERGROUND STORAGE TANK (UST) PROGRAM IN LEAK DETECTION, PREVENTION AND RELATED ENFORCEMENT ACTIVITIES. THE MAIN OBJECTIVES OF THIS PROGRAM INCLUDE: (1) ENCOURAGING OWNERS AND OPERATORS TO PROPERLY OPERATE AND MAINTAIN THEIR USTS; (2) ENSURING OWNERS AND OPERATORS MONITOR USTS IN ACCORDANCE WITH THE REGULATIONS; AND (3) DEVELOPING THE STATE PROGRAM TO OPERATE IN LIEU OF THE FEDERAL PROGRAM. THESE OBJECTIVES PROTECT THE ENVIRONMENT BY PREVENTING PETROLEUM AND HAZARDOUS SUBSTANCE RELEASES.ACTIVITIES:THE ACTIVITIES PERFORMED UNDER THIS GRANT ARE TO SUPPORT THEIR UST PROGRAM. ACTIVITIES INCLUDE PROVIDING GUIDANCE TO SERVICE PROVIDERS, UST OWNERS AND OPERATORS, MAINTAINING THE OREGON DEPARTMENT OF ENVIRONMENTAL QUALITY (ODEQ) UST PROGRAM'S WEBSITE, CONDUCTING YEARLY INSPECTIONS AT 12 UST FACILITIES WITH OPEN LEAKING UST INCIDENCES LOCATED IN ENVIRONMENTAL JUSTICE AREAS, PROVIDING TRAINING TO NEWLY HIRED INSPECTORS, AND CONDUCTING REPORTING AND JOINT EVALUATIONS OF PERFORMANCE WITH EPA REGION 10. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:ANTICIPATED DELIVERABLES AND EXPECTED OUTCOMES INCLUDE THE POSTING OF UPDATED FACILITY AND TRAINING VENDOR LISTS, PROGRAM STATISTICS AND OTHER PROGRAM INFORMATION TO ODEQ'S WEBSITE, TRAINING OF NEW UST INSPECTORS, INCREASED INSPECTION FREQUENCY OF UST FACILITIES IN ENVIRONMENTAL JUSTICE AREAS WITH OPEN CLEANUP RELEASES, SEMIANNUAL PROGRESS REPORTS AND JOINT EVALUATIONS OF PERFORMANCE. THIS AGREEMENT PROVIDES FINANCIAL ASSISTANCE TO THE RECIPIENT TO IMPLEMENT THE STATE'S UST PROGRAM AND IS FOR A PUBLIC PURPOSE. THE PRIMARY BENEFICIARIES ARE THE STATE UST PROGRAM AND THE STATE'S RESIDENTS.
