DESCRIPTION:THE PURPOSE OF THIS GRANT IS TO SUPPORT PM2.5 MONITORING VIA TWO MAIN CATEGORIES: WORK SUPPORTING THE FAIRBANKS NORTH STAR BOROUGH NONATTAINMENT AREA AND WILDLAND FIRE SMOKE ACTIVITIES IN RURAL ALASKA. IN ACCORDANCE WITH THE FY2023 - 2024 NATIONAL PROGRAM MANAGER GUIDANCE MONITORING APPENDIX AND TO MAINTAIN TRACEABILITY OF GRAVIMETRIC FILTER AND LABORATORY ANALYSES OF THE CHEMICAL SPECIATION NETWORK (CSN) SITES IN THE FAIRBANKS NORTH STAR BOROUGH (FNSB) NONATTAINMENT AREA, DEPARTMENT OF ENVIRONMENTAL CONSERVATION (DEC) WILL USE THE FUNDS FROM THIS GRANT FOR ACTIVITIES RELATED TO THE SPECIATION SITES AS WELL AS OTHER ACTIVITIES USED TO SUPPORT THE FNSB STATE IMPLEMENTATION PLAN (SIP). THIS INCLUDES ACTIVITIES ASSOCIATED WITH THE EVALUATION OF THE GRAVIMETRIC LABORATORIES, LIKE LABORATORY COMPARISONS AND THIRD-PARTY AUDITS LIKE THE NATIONAL PERFORMANCE AUDIT PROGRAM (NPAP) AND PERFORMANCE EVALUATION PROGRAM (PEP) AUDITS. ADDITIONALLY, ACTIVITIES SUPPORTING THE WILDLAND FIRE SENSOR NETWORK OR OTHER PM2.5 TRIBAL AND RURAL PROJECTS WILL BE FUNDED THROUGH THIS GRANT. ACTIVITIES:THE RECIPIENT WILL COLLECT CHEMICAL SPECIATION DATA, COLLECT SO2 DATA TO HELP BETTER UNDERSTAND SECONDARY PARTICULATES, REPORT PM2.5 AIR QUALITY INDEX (AQI) LEVELS, DETERMINE POLLUTION IMPACT IN ENVIRONMENTAL JUSTICE/RURAL COMMUNITIES, PROVIDE TECHNICAL ASSISTANCE, AND PARTICIPATE IN THE ENVIRONMENTAL PROTECTION AGENCY (EPA) NETWORK ACTIVITIES.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED SHORT-TERM OUTCOME FOR THIS PROJECT IS AN INCREASE IN THE KNOWLEDGE REGARDING THE CHARACTER AND EXTENT OF PM2.5 IN THE AMBIENT AIR. DEC WILL: OBTAIN CHEMICAL SPECIATION NETWORK SITES AND HURST RD SO2 DATA WITH A HIGH MEASURE OF ACCURACY, USE SPECIATION AND SO2 DATA TO DEVELOP CONTROL STRATEGIES FOR NON-ATTAINMENT AREA, USE RURAL COMMUNITY SENSOR DATA TO CREATE AIR QUALITY ADVISORIES, PROVIDE AQI INFORMATION ON A REAL TIME BASIS FOR SENSITIVE GROUPS, AND PROVIDE SEMIANNUAL DATA REPORTS FOR THE COMMUNITIES IN THE SENSOR NETWORK DIRECT BENEFICIARIES OF THESE ACTIVITIES ARE THE STATE OF ALASKA RESIDENTS WHO WILL HAVE DECREASED RISK OF ADVERSE HEALTH EFFECTS, INCLUDING CANCER AND NEUROLOGICAL EFFECTS.
