DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING UNDER THE INFLATION REDUCTION ACT (IRA) TO MICHIGAN DEPARTMENT OF ENVIRONMENT, GREAT LAKES, AND ENERGY (MEGLE). THE PURPOSE OF THIS GRANT IS TO RESEARCH AND MODEL VARIOUS AIR POLLUTANTS AROUND MICHIGAN, WITH SPECIAL ATTENTION TO INDUSTRIAL FACILITIES AND LOW-INCOME AND SOCIALLY DISADVANTAGED COMMUNITIES. ACTIVITIES:THE ACTIVITIES INCLUDE APPLYING A PREVIOUSLY DEVELOPED GEOGRAPHIC INFORMATION SYSTEM (GIS) TO SHOW INDUSTRIAL FACILITIES VISUALLY AND 3 DIMENSIONALLY, THEIR EMISSION SOURCES, EMISSIONS DATA, AND PERMIT INFORMATION. THERE WILL ALSO BE A CONTINUATION OF ANALYSIS OF DATA COLLECTED DURING THE MICHIGAN-ONTARIO OZONE SOURCE EXPERIMENT (MOOSE) TO ACCELERATE STUDIES ON CAUSES, EFFECTS, EXTENT, PREVENTION, AND CONTROL OF AIR POLLUTION. THE GRANTEE WILL MODEL, INVESTIGATE, SAMPLE AND DEVELOP RESOURCES ON AIR POLLUTION FOR VARIOUS SPECIFIC POLLUTANTS SUCH AS PM2.5, ALDEHYDES, METHANE, CARBONYLS, AND VOLATILE ORGANIC COMPOUNDS. LASTLY, THEY WILL BE ESTABLISHING A NEW AIR MONITORING SITE IN AN EJ COMMUNITY IN NORTH DETROIT.SUBRECIPIENT:MEGLE WILL BE AWARDING SUBAWARDS TO MICHIGAN STATE UNIVERSITY TO ASSIST WITH THE DEVELOPMENT OF THE PILOT GIS SYSTEM TO VISUALLY AND THREE DIMENSIONALLY SHOW EMISSIONS IN INDUSTRIAL AREAS, MODELING OF AIR POLLUTION FROM LOCAL INDUSTRIAL SITES, AND INVESTIGATING METHODS FOR THE CONTROL OF OZONE PRECURSORS, AIR TOXICS, AND GREENHOUSE GASES. OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE FOUR SEMI-ANNUAL REPORTS, INCLUDING A FINAL PROJECT REPORT, STRATEGIES TO ACHIEVE OZONE ATTAINMENT, MITIGATE CLIMATE CHANGE, AND REDUCE AIR TOXICS EXPOSURE IN SOUTHEAST MICHIGAN. DATA WILL BE REVIEWED, VALIDATED, AND REPORTED TO THE EPA'S AIR QUALITY SYSTEM DATABASE ON THE SAME QUARTERLY SCHEDULE AS THE CRITERIA POLLUTANT DATA. THE EXPECTED OUTCOMES INCLUDE IMPROVED ACCESS TO INDUSTRIAL FACILITY INFORMATION FOR AIR QUALITY DIVISION STAFF AND THE PUBLIC, UTILIZE COLLECTED DATA TO FURTHER EVALUATE CONTROL STRATEGIES FOR THE PURPOSES OF FUTURE STATE IMPLEMENTATION PLAN (SIP) DEVELOPMENT, IMPROVED DECISION-MAKING BASED ON INCREASED KNOWLEDGE OF POLLUTION SOURCES AND EMISSIONS INVENTORIES, IMPROVED UNDERSTANDING OF AIR TOXICS, OZONE, AND PM2.5, EVALUATE POTENTIAL HEALTH IMPACTS, AND INCREASE EFFECTIVENESS OF PLANNING TO MEET THE NATIONAL AMBIENT AIR QUALITY STANDARDS. THE INTENDED BENEFICIARIES INCLUDE THE ENTIRETY OF THE POPULATION OF THE STATE OF MICHIGAN WITH SPECIFIC TARGETS TOWARD EJ COMMUNITIES IN DETROIT, MI.
