DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING UNDER THE INFLATION REDUCTION ACT (IRA) TO THE MAINE DEPARTMENT OF ENVIRONMENTAL PROTECTION. THE PURPOSE OF THIS GRANT IS TO OBTAIN AIR QUALITY DATA IN AT LEAST TWO LOCAL MAINE COMMUNITIES, NAMELY RUMFORD AND OLD TOWN . RESIDENTS IN THESE COMMUNITIES HAVE FREQUENTLY EXPRESSED CONCERNS ON THE ODORS AND HEALTH IMPACTS, ALLEGEDLY FROM AIR POLLUTION EMISSIONS EMANATING FROM MILLS IN EACH COMMUNITY. . SPECIFICALLY, STAFF FROM THE MAINE DEPARTMENT OF ENVIRONMENTAL PROTECTION WILL SAMPLE AND ANALYZE THE HYDROGEN SULFIDE CONCENTRATIONS AT SELECT LOCAL COMMUNITY LOCATIONS IN ORDER TO CHARACTERIZE THE SPATIAL AND TEMPORAL ASPECTS OF THIS AIR POLLUTANT PARAMETER.ACTIVITIES:THE ACTIVITIES INCLUDE INCLUDE PURCHASING A SOPHISTICATED PIECE OF AIR MONITORING EQUIPMENT (MOBILE TRACE LEVEL ANALYZER), MAINTAINING AND DEPLOYING THE SPECIALIZED AIR MONITORING EQUIPMENT AT A REPRESENTATIVE MONITORING SITE LOCATION IN EACH SELECTED COMMUNITY; SAMPLING THE HYDROGEN SULFIDE CONCENTRATIONS IN ORDER TO ACHIEVE THE NECESSARY MINIMUM DATA COMPLETENESS CRITERIA; AND ANALYZING THE RESULTS BY COMPARING TO MAINE'S HEALTH-BASED AMBIENT AIR GUIDELINE (AAG) VALUE. AS TIME AND RESOURCES ALLOW, EFFORTS WILL BE MADE TO COLLECT SIMILAR MEASUREMENTS IN OTHER MAINE LOCATIONS, WHERE HAVING AIR QUALITY DATA ABOUT H2S PRESENT IS ALSO OF INTEREST.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE SAMPLING AND ANALYSIS RESULTS FOR HYDROGEN SULFIDE CONCENTRATIONS FROM SELECT COMMUNITIES TO COMPARE TO MAINE'S HEALTH-BASED AMBIENT AIR GUIDELINE (AAG) VALUE. THE EXPECTED OUTCOMES INCLUDE CHARACTERIZATION, SPATIALLY AND TEMPORALLY, OF LOCAL COMMUNITY AIR QUALITY CONCENTRATIONS FOR HYDROGEN SULFIDE (H2S) INITIALLY. THERE'S THE POTENTIAL TO EXPAND TO OTHER AIR TOXIC POLLUTANTS OF CONCERN AT A LATER TIME. BY ESTABLISHING THIS BASELINE DATA ON HYDROGEN SULFIDE CONCENTRATIONS IN LOCAL MAINE COMMUNITIES, THIS WILL ALSO EXPAND MEDEP STAFF'S KNOWLEDGE OF POTENTIAL AIR POLLUTION EFFECTS AND HUMAN HEALTH IMPACTS FROM NEARBY POINT SOURCES. THE INTENDED BENEFICIARIES INCLUDE THE CITIZENS OF MAINE, ESPECIALLY THOSE RESIDENTS OF THE LOCAL COMMUNITIES IN MAINE (RUMFORD AND OLD TOWN) WHERE THE AIR MONITORING IS BEING CONDUCTED, AND STAFF AT THE MAINE DEPARTMENT OF ENVIRONMENTAL PROTECTION.
