DESCRIPTION:THE AGREEMENT PROVIDES FUNDING TO SENECA NATION OF INDIANS TO IMPLEMENT PROJECTS AND ACTIVITIES THAT ASSIST PUBLIC WATER SYSTEMS SERVING TRIBES TO COMPLY WITH NATIONAL PRIMARY DRINKING WATER REGULATIONS (NPDWRS) OR OTHERWISE FURTHER THE HEALTH PROTECTION OBJECTIVES OF THE SDWA. SPECIFICALLY, THE RECIPIENT WILL REPLACE AND INSTALL WATER MAINS AND SERVICE LINES TO IMPROVE THE RELIABILITY AND SERVICEABILITY OF THE COMMUNITY WATER SYSTEM ON THE CATTARAUGUS TERRITORY.ACTIVITIES:THE ACTIVITIES INCLUDE REPLACING AND INSTALLING 58,000 FEET OF 10-INCH PVC WATER MAIN, 71,000 FEET OF 8-INCH PVC WATER MAIN, 3,000 FEET OF WATER SERVICE LINES, AND ASSOCIATED VALVES, HYDRANTS, AND CONNECTIONS IN ORDER TO IMPROVE THE RELIABILITY AND SERVICEABILITY OF THE COMMUNITY WATER SYSTEM ON THE CATTARAUGUS TERRITORY. THE PROJECT WILL SERVE 1,038 HOMES AND 78 ADMINISTRATIVE BUILDINGS AND BUSINESSES WITH UPGRADED WATER FACILITIES. THROUGH EVALUATION AND WATER MODELING, THE WATER SYSTEM WAS IDENTIFIED TO HAVE MAJOR LEAKAGE FROM UNIDENTIFIED SOURCES IN EXCESS OF 20% OF THE TOTAL DAILY WATER PRODUCED BY THE SYSTEM WHICH IS AN INDIAN HEALTH SERVICE DEFICIENCY LEVEL 3. THE NATION WORKED WITH IHS TO PURSUE FEDERAL FUNDING BY LISTING THE PROPOSED PROJECT IN THE FY 2022 IHS SANITATION DEFICIENCY SYSTEM (SDS). SPECIFICALLY, THIS GRANT WILL FUND 10,564 FT OF 8' PVC WATERMAIN (AT $83/LF) AND 5,020 FT OF 8' HDPE WATERMAIN (AT $112/LF) FROM STATION A47+20 TO STATION A99+00 AND STATION B0+00 TO B104+34 AS SHOWN ON THE CATTARAUGUS WATER SYSTEM IMPROVEMENTS-CONTRACT D PLANS (PAGES C-107 TO C-130). QUANTITIES ARE BASED ON ACTUAL BID PRICES.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE UPGRADED WATER SERVICES TO TRIBAL MEMBERS, HOMES AND BUSINESSES IN THE CATTARAUGUS TERRITORY SERVED BY THE CATTARAUGUS COMMUNITY WATER SYSTEM. THE EXPECTED OUTCOMES INCLUDE SAFE DRINKING WATER DELIVERED TO THE COMMUNITIES SERVED, REDUCED WATER LOSS AND INCREASED EFFICIENCY IN THE COMMUNITY WATER SYSTEM. THE INTENDED BENEFICIARIES INCLUDE THE SENECA NATION OF INDIANS COMMUNITY, INCLUDING HOMES, BUSINESSES AND ADMINISTRATIVE BUILDINGS.
