DESCRIPTION:THIS AGREEMENT FUNDS A CAPITALIZATION GRANT FOR THE RECIPIENT'S CLEAN WATER STATE REVOLVING FUND PROGRAM WITH A PRIMARY PURPOSE TO ADDRESS EMERGING CONTAMINANTS. EMERGING CONTAMINANTS REFER TO SUBSTANCES AND MICROORGANISMS, INCLUDING MANUFACTURED OR NATURALLY OCCURRING PHYSICAL, CHEMICAL, BIOLOGICAL, RADIOLOGICAL, OR NUCLEAR MATERIALS, WHICH ARE KNOWN OR ANTICIPATED IN THE ENVIRONMENT, THAT MAY POSE NEWLY IDENTIFIED OR RE-EMERGING RISKS TO HUMAN HEALTH, AQUATIC LIFE, OR THE ENVIRONMENT. THESE SUBSTANCES, MICROORGANISMS OR MATERIALS CAN INCLUDE MANY DIFFERENT TYPES OF NATURAL OR MANUFACTURED CHEMICALS AND SUBSTANCES - SUCH AS THOSE IN SOME COMPOUNDS OF PERSONAL CARE PRODUCTS, PHARMACEUTICALS, INDUSTRIAL CHEMICALS, PESTICIDES, AND MICROPLASTICS.ACTIVITIES:THE RECIPIENTS OF THESE FUNDS WILL PROVIDE LOW INTEREST FINANCING TO NUMEROUS SUBRECIPIENTS FOR COSTS ELIGIBLE UNDER SECTION 603(C) OF THE CLEAN WATER ACT, WITH THE PRIMARY PURPOSE OF ADDRESSING EMERGING CONTAMINANTS.SUBRECIPIENT:THE SJBEP AIM TO ACCOMPLISH THE FOLLOWING OBJECTIVES: 1) REVIEW THE EXISTING KNOWLEDGE LEVEL AND DESIGN AN ASSESSMENT BASED ON FINDINGS AND EXPERT'S RECOMMENDATIONS AND PROPOSE METHODS AND/OR ALTERNATIVES IN COORDINATION WITH PRASA ON HOW TO IMPROVE EXISTING WASTEWATER TREATMENT PROCESS BY THE APPLICATION OF NOVEL TREATMENT PROCESS BY THE APPLICATION OF NOVEL TREATMENT TECHNOLOGY. 2) COORDINATE WITH A TASKFORCE OF THOSE RESPONSIBLE FOR INFRASTRUCTURE (SUCH AS SAN JUAN MUNICIPALITY, PRASA) AND EVALUATE CURRENT EFFORTS IN THE WATERSHED AND IDENTIFY OPPORTUNITIES FOR COMPLEMENTARY EVALUATIONS AND/OR PROJECTS. BETTER LEVERAGE OTHER FEDERAL AND LOCAL FUNDING FOR EVALUATING TREATMENT OPTIONS. 3) IDENTIFY ALL SOURCES OF ILLEGAL RAW SEWAGE DISCHARGES INTO THE STORMWATER SYSTEM WITHIN THE CONDADO LAGOON WATERSHED, USING TARGETED FIELD INVESTIGATIONS AND AVAILABLE DATA. 4) DESIGN AND PERFORM A MONITORING PROTOCOL OF CECS ON SELECTED SITES TO MEASURE THE EFFECTIVENESS OF CEC REDUCTION STRATEGIES IN THE CONDADO LAGOON WATERSHED THROUGH CAPITAL CONSTRUCTION PROJECTS. 5) DEVELOP A COMPREHENSIVE ENGINEERING REPORT WITH KEY FINDINGS FROM MONITORING/TESTING, AND TECHNICAL RECOMMENDATIONS. THIS REPORT WILL INCLUDE A CAPITAL PROJECT PROPOSAL WITH IDENTIFIED PROJECT SITES, CONCEPTUAL DESIGN, IMPLEMENTATION STRATEGY AND DETAILED BUDGET ESTIMATES.OUTCOMES:ANTICIPATED DELIVERABLES INCLUDE FINANCING PLANNING, DESIGN, AND CONSTRUCTION OF ELIGIBLE WATER QUALITY IMPROVEMENT AND PROTECTION PROJECTS. THE EXPECTED OUTCOMES ARE TO IMPROVE AND PROTECT WATER QUALITY WITH AN EMPHASIS ON EMERGING CONTAMINANTS. THE INTENDED BENEFICIARIES INCLUDE CITIZENS THROUGHOUT THE STATE.
