DESCRIPTION:THIS GRANT AGREEMENT PROVIDES FEDERAL FUNDING (FY23 AND 24) TO MARYLAND DEPARTMENT OF THE ENVIRONMENT TO CONTINUE THEIR CLEAN VEHICLE INITIATIVE PROJECT. THE FOCUS IS TO REPLACE OLD DIESEL SCHOOL BUSSES WITH ELECTRIC SCHOOL BUSSES. IF FUNDING PERMITS, THEY ALSO PLAN TO REPLACE MARINE CRAFT OR COUNTY UTILITY VEHICLES WITH UPGRADED DIESEL ENGINES, OR REPLACE THEM WITH ELECTRIC VEHICLES, AND ARE INTERESTED IN FUNDING CHARGING INFRASTRUCTURE. THIS ACTION PROVIDES FEDERAL FUNDS OF $439,887. FEDERAL FUNDS OF $373,585 ARE CONTINGENT UPON AVAILABILITY.ACTIVITIES:MARYLAND DEPARTMENT OF THE ENVIRONMENT WILL UTILIZE THE FY2023 AND FY 2024 GRANT TO REPLACE 4 SCHOOL BUSES AND POSSIBLY INSTALL ELECTRIC CHARGING INFRASTRUCTURE. THEY PROPOSE TO IDENTIFY COUNTIES AND LOCAL JURISDICTIONS IN MARYLAND WISHING TO REPLACE AGING SCHOOL BUSES AND OTHER DIESEL VEHICLES WITH NEWER AND CLEANER ELECTRIC ONES, RECEIVE AND REVIEW APPLICATIONS FROM THOSE ENTITIES, ISSUE FUNDING APPROVALS, REPLACE AND SCRAP THE VEHICLES, AND REIMBURSE EXPENSES. THE PROGRAM WOULD ALSO IDENTIFY MARINE CRAFT WITH DIESEL ENGINES IN NEED OF REPLACEMENT AND FOLLOW THE SAME PROCEDURES.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE RECIPIENT WILL USE THE DERA FUNDING TO ADDRESS EMISSIONS REDUCTION AND AIR QUALITY GOALS FOR THE STATE OF MARYLAND FOR AREAS HAVING POOR AIR QUALITY SUCH AS BALTIMORE AND SURROUNDING REGION. THIS PROJECT WILL ADDRESS EMISSIONS FROM AGING DIESEL ENGINES, SPECIFICALLY THOSE ASSOCIATED WITH SCHOOL BUSES AND POTENTIALLY COUNTY TRANSPORTATION VEHICLES AND MARINE CRAFT. FURTHER OUTCOMES INCLUDE DECREASING DIESEL EMISSIONS ON SCHOOL GROUNDS, IN THE IMMEDIATE VICINITY, IN NEIGHBORHOODS AND ROADS WHERE THE VEHICLES TRAVEL, AND IN MARYLAND'S PORT AND CHESAPEAKE BAY REGION. BALTIMORE CITY AND ELEVEN SURROUNDING COUNTIES WERE CONSIDERED FOR PROJECT IMPLEMENTATION DUE TO THEIR POOR AIR QUALITY. THESE COUNTIES ARE ANNE ARUNDEL, BALTIMORE, CALVERT, CARROLL, CECIL, CHARLES, FREDERICK, HARFORD, HOWARD, MONTGOMERY, AND PRINCE GEORGE'S, AND BALTIMORE CITY. THIS WILL ALSO BENEFIT ALL RESIDENTS AND VISITORS TO THE STATE OF MARYLAND.
