DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING TO COLORADO DEPARTMENT OF PUBLIC HEALTH AND THE ENVIRONMENT TO ASSIST UNDERSERVED COMMUNITIES TO MEET AND COMPLY WITH SAFE DRINKING WATER ACT REGULATIONS. ACTIVITIES:THE COLORADO DEPARTMENT OF PUBLIC HEALTH AND THE ENVIRONMENT (CDPHE) IS AWARE OF THE DIFFICULTIES SMALL, UNDERSERVED, AND DISADVANTAGED COMMUNITIES (SUDC) EXPERIENCE IN PROVIDING RELIABLE, SAFE DRINKING WATER TO RESIDENTS AND VISITORS. WHILE SOME DIFFICULTIES ARE DUE TO LACK OF TECHNICAL, MANAGERIAL, OR FINANCIAL (TMF) CAPACITY, OTHERS REQUIRE FUNDING OPPORTUNITIES FOR ADMINISTRATIVE, MANAGEMENT, AND INFRASTRUCTURE IMPROVEMENTS. WITH THIS IN MIND, CDPHE PROPOSES TO IMPLEMENT THE SUDC WATER GRANT PROGRAM THROUGH THREE PROJECTS: 1. ADMINISTRATION OF MINI GRANTS FOR INFRASTRUCTURE 2. CONTRACTING TECHNICAL ASSISTANCE TO PROVIDE ONE-ON-ONE SUPPORT 3. HIRING A FULL TIME EMPLOYEE FOR THE DEPARTMENT'S CAPACITY DEVELOPMENT TEAM SUBRECIPIENT:SUBAWARDS WILL GO TO SMALL AND DISADVANTAGED COMMUNITIES FOR INFRASTRUCTURE, ADMINISTRATIVE, AND MANAGERIAL IMPROVEMENTS. OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE AN INCREASED NUMBER OF PUBLIC DRINKING WATER SMALL, UNDERSERVED, AND DISADVANTAGED COMMUNITIES (SUDC) THAT ARE IN COMPLIANCE WITH THE SAFE DRINKING WATER ACT THAT ARE SET UP FOR SUCCESS TO STAY IN COMPLIANCE IN THE LONG TERM. AS A RESULT OF THIS PROJECT SUDC SYSTEMS WILL 1) INCREASE THEIR TMF SCORE BASED ON A CDPHE LAU COACHING ASSESSMENT WHICH INCLUDES REGULATORY REQUIREMENTS, BEST MANAGEMENT PRACTICES, SUSTAINABILITY GOALS, FUTURE PLANNING GOALS, ASSET MANAGEMENT, AND EMERGENCY MANAGEMENT PLANNING; 2) MEET SHORT AND LONG TERM HEALTH AND COMPLIANCE GOALS BY SPENDING MINI GRANT FUNDING ON DETERMINED IMPROVEMENTS; 3) IMPROVING ONE OR SEVERAL OF THE MULTIPLE BARRIERS TO PREVENT WATER BORNE DISEASE OUTBREAKS (MONITORING, OPERATOR CERTIFICATION, MAINTENANCE, SOURCE WATER PROTECTION, TREATMENT, STORAGE, DISTRIBUTION MATERIALS AND INFRASTRUCTURE, AND BACKFLOW PREVENTION AND CROSS CONNECTION CONTROL). THE INTENDED BENEFICIARIES INCLUDE RESIDENTS AND VISITORS IN SMALL, UNDERSERVED, AND DISADVANTAGED COMMUNITIES IN COLORADO.
