DESCRIPTION:THIS AGREEMENT IS TO AN ELIGIBLE STATE TO IMPLEMENT A PROGRAM TO PROVIDE DRINKING WATER PROGRAM ASSISTANCE TO UNDERSERVED, SMALL AND DISADVANTAGED COMMUNITIES. FUNDS ARE TO CARRY OUT PROJECTS AND ACTIVITIES NEEDED FOR PUBLIC WATER SYSTEMS TO COMPLY WITH THE SAFE DRINKING WATER ACT, PROGRAMS TO PROVIDE HOUSEHOLD WATER QUALITY TESTING, AND ACTIVITIES FOR A STATE TO RESPOND TO A DRINKING WATER CONTAMINANTS. VERMONT DEPARTMENT OF ENVIRONMENTAL CONSERVATION WILL USE THE GRANT TO PROVIDE ASSISTANCE IN THE FORM OF PLANNING, SOURCE DEVELOPMENT AND CONSTRUCTION, ASSET MANAGEMENT, AND TECHNICAL ASSISTANCE, OR A COMBINATION OF THESE ITEMS. THESE INVESTMENTS ARE NECESSARY FOR THE PUBLIC COMMUNITY WATER SYSTEM TO INCREASE DROUGHT RESILIENCE AND TO COMPLY WITH THE SAFE DRINKING WATER ACT.ACTIVITIES:SPECIFICALLY, THIS AGREEMENT PROVIDES ASSISTANCE TO VERMONT DEPARTMENT OF ENVIRONMENTAL CONSERVATION TO IMPLEMENT ITS PROGRAM TO SUPPORT ACTIVITIES FOR THE EAST BERKSHIRE FIRE DISTRICT. THESE ACTIVITIES INCLUDE DEVELOPMENT AND CONNECTION OF A NEW GROUNDWATER SOURCE, RECONSTRUCTION OF THE REMAINING FOUR SPRINGS. THESE ACTIVITIES ARE NECESSARY TO PROVIDE ADEQUATE AND RELIABLE DRINKING WATER TO THE PUBLIC COMMUNITY WATER SYSTEM.SUBRECIPIENT:THE DEVELOPMENT AND CONNECTION OF A NEW SOURCE OF DRINKING WATER AND THE OPTIMIZATION OF THE REMAINING SPRING SOURCES AND DISTRIBUTION NETWORK WILL BE IMPLEMENTED THROUGH THE SUBAWARD.OUTCOMES:THE EXPECTED OUTPUTS FROM THE ACTIVITIES TO BE FUNDED THROUGH THE PROPOSED PROJECT WILL BE: 1. THE DEVELOPMENT AND CONNECTION OF A NEW GROUNDWATER SOURCE. 2. THE REHABILITATION OF THE REMAIN SPRINGS AND DISTRIBUTION NETWORK. THE OUTCOME OF THE AFOREMENTIONED PROJECT OUTPUTS WILL BE: 1. ADDITIONAL SOURCE CAPACITY PROVIDING AN INCREASE RELIABILITY OF THE SYSTEM TO PROVIDE SUFFICIENT DRINK WATER TO ITS CUSTOMERS DURING NORMAL AND DROUGHT CONDITIONS. 2. REDUCTION IN INSTANCES OF PRESSURE LOSS AND OF THE NUMBER OF DO NOT DRINK AND BOIL WATER NOTICES ISSUED. 3. INCREASED COMPLIANCE WITH STATE AND NATIONAL DRINKING WATER 4. REDUCTION IN BULK WATER EXPENDITURES. 5. REDUCTION OF OVERALL OPERATIONAL AND MAINTENANCE EXPENSES. THE INTENDED BENEFICIARIES OF THIS PROJECT ARE THE RESIDENCE OF VERMONT.
