The Environmental Protection Agency (EPA) Region 1 awarded a $500,000 cooperative agreement to the Hancock County Planning Commission under the Brownfields Multipurpose, Assessment, Revolving Loan Fund, and Cleanup Cooperative Agreements program (CFDA 66.818) effective July 1, 2025, through September 30, 2029. This agreement authorizes the recipient to conduct eligible assessment-related activities on brownfield properties in Hancock County, Maine—real property where expansion, development, or reuse may be complicated by the presence or potential presence of hazardous substances, pollutants, or contaminants. The Hancock County Planning Commission will deliver comprehensive brownfield assessment and planning services, including inventory, characterization, and environmental site assessment activities. Specifically, the recipient will conduct up to 10 Phase I Environmental Site Assessments and 8 Phase II Environmental Site Assessments, develop up to 5 site-specific cleanup plans and analyses of brownfield cleanup alternatives, and prepare up to 5 planning documents to initiate brownfields revitalization. Additionally, the Commission will organize up to 10 community meetings to facilitate stakeholder engagement and will competitively procure qualified environmental professionals to conduct environmental site activities. The recipient will document all interim progress and final accomplishments through submission of 16 quarterly reports to EPA's Assessment, Cleanup and Redevelopment Exchange System (ACRES). No subawards are included in this cooperative agreement.
