DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING TO THE RHODE ISLAND DEPARTMENT OF ENVIRONMENTAL MANAGEMENT (RIDEM) OFFICE OF AIR RESOURCES (OAR), WHO ARE INTENDING TO EXPAND VOC MONITORING IN AND AROUND OVERBURDENED AND UNDERSERVED COMMUNITIES (ENVIRONMENTAL JUSTICE FOCUS AREAS) IN THE STATE OF RHODE ISLAND WITH THE USE OF NEW OPTICAL GAS IMAGING AND MOBILE MONITORING EQUIPMENT. THE INITIAL STUDY WILL BE IN SOUTH PROVIDENCE AND THE PORT OF PROVIDENCE AND SURROUNDING AREA, THE STATES' LARGEST ENVIRONMENTAL JUSTICE FOCUS AREA, WITH EXPANSION TO OTHER ENVIRONMENTAL JUSTICE FOCUS AREAS IN THE STATE. ACTIVITIES:THE ACTIVITIES INCLUDE PURCHASING A OPTICAL GAS IMAGING (OGI) CAMERA VIA STATE BIDDING PROCESS, PURCHASING MOBILE MONITORING EQUIPMENT, AND USING DATA COLLECTED FROM MOBILE MONITORING AND REMOTE SENSOR STUDIES TO TARGET PRIORITY INSPECTIONS. THIS PROJECT WILL INVOLVE AN INVESTMENT IN MOBILE MONITORING EQUIPMENT INCLUDING A CUSTOM-BUILT MOBILE MONITORING SYSTEM AND OPTICAL GAS IMAGING EQUIPMENT. THE MOBILE MONITORING EQUIPMENT WILL ALLOW RHODE ISLAND DEPARTMENT OF ENVIRONMENTAL MANAGEMENT STAFF TO SCREEN AREAS FOR VOLATILE ORGANIC COMPOUNDS BY DRIVING THE MONITORING EQUIPMENT AROUND FACILITIES AND THROUGH NEIGHBORHOODS, THEN MAPPING THE DATA TO IDENTIFY POTENTIAL SOURCES OF POLLUTION. SIMILARLY, THE OPTICAL GAS IMAGING EQUIPMENT CAN BE USED TO DETECT VOLATILE ORGANIC COMPOUNDS AND HAZARDOUS AIR POLLUTANT EMISSIONS AT THE SOURCE LEVEL (I.E. STACK, BUILDING, TANK, ETC.) IN REAL-TIME. POTENTIAL SOURCES OF POLLUTION DETECTED WITH THIS EQUIPMENT WILL BE SUBJECT TO INSPECTIONS AND COMPLIANCE AUDITS TO ENSURE THAT THE FACILITIES ARE NOT EMITTING EXCESS POLLUTANTS. RHODE ISLAND DEPARTMENT OF ENVIRONMENTAL MANAGEMENT INTENDS TO CONTINUE USING THESE TOOLS FOR YEARS BEYOND THE COMPLETION OF THE STUDY.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE TRAINING STAFF ON CORRECT OPERATION OF OPTICAL GAS IMAGING CAMERA; SCREENING AREAS FOR VOLATILE ORGANIC COMPOUNDS BY DRIVING THE MONITORING EQUIPMENT AROUND FACILITIES AND THROUGH NEIGHBORHOODS, THEN MAPPING THE DATA TO IDENTIFY POTENTIAL SOURCES OF POLLUTION. POTENTIAL SOURCES OF POLLUTION DETECTED WITH THIS EQUIPMENT WILL BE SUBJECT TO INSPECTIONS AND COMPLIANCE AUDITS TO ENSURE THAT THE FACILITIES ARE NOT EMITTING EXCESS POLLUTANTS, RESULTING IN INCREASED COMPLIANCE INSPECTIONS AT FACILITIES NOT PREVIOUSLY INSPECTED, AND FURTHER SAMPLING WITH SUMMA CANISTERS WILL BE DOCUMENTED WITH LOCATION DATA AND VOLATILE ORGANIC COMPOUND ANALYSIS BY THE RHODE ISLAND DEPARTMENT OF HEALTH AIR POLLUTION LABORATORY. THIS DATA WILL BE STORED IN AN EXCEL DATABASE. THE EXPECTED OUTCOMES INCLUDE INCREASE STAFF FULLY TRAINED AND INCREASED COMPLIANCE WITH AIR POLLUTION CONTROL REGULATIONS AS APPLICABLE, STATEWIDE. THE INTENDED BENEFICIARIES INCLUDE CITIZENS OF THE STATE OF RHODE ISLAND; SOUTH PROVIDENCE AND THE PORT OF PROVIDENCE AND SURROUNDING AREA, THE STATES' LARGEST ENVIRONMENTAL JUSTICE FOCUS AREA, WITH EXPANSION TO OTHER ENVIRONMENTAL JUSTICE FOCUS AREAS IN THE STATE.
