The University of Maine System, through its University of Southern Maine division, received a $3,500,000 Cooperative Agreement award from the U.S. Environmental Protection Agency's Geographic Programs - Southeast New England Coastal Watershed Restoration Program (CFDA 66.129). This award, effective from October 1, 2024 to September 30, 2029, funds the New England Environmental Finance Center (NEEFC) to continue and expand its Technical Assistance Network for communities in the Southeast New England region.

The key products and services to be delivered under this Cooperative Agreement include:

  • Maintaining a pre-approved consultant pool to provide timely technical assistance to communities without lengthy procurement processes
  • Launching a new "office hours" program to offer 1-on-1 direct technical assistance to communities on designated environmental topics
  • Providing customized training, consultation, and other services to help municipalities, tribes, and other organizations assess and address critical environmental management needs, build capacity for successful project implementation, and achieve improvements in water quality and ecosystem restoration.

NEEFC plans to accomplish this by awarding sub-grants to local partners in Rhode Island, Cape Cod, and southern Massachusetts to work directly with communities in the Southeast New England region.
