THIS IS A FOLLOW-ON ANNOUNCEMENT IN REFERENCE TO THE SOURCES SOUGHT NOTICE ISSUED ON 15 NOV 22 FOR THE MQ9 CONTRACT AIRCREW TRAINING (CAT) AND COURSEWARE DEVELOPMENT (CWD) AND GROUND INTELLIGENCE SURVEILLANCE AND RECONNAISSANCE (ISR) TRAINING SUPPORT CONSOLIDATION.
Attached with this notice is the updated Performance Work Statement (PWS) – MQ9 Aircrew Training Support (ATS) (Version 1.0, dated 1 Jul 24). Interested parties are requested to thoroughly review the revised PWS for changes. Submit any additional questions by 4:00 PM (EDT), 16 May 2023.
All previous response and questions will become part of the Market Research Report. Should interested parties decide to revise or update previously submitted response and capability packages, please submit by 4:00 PM (EDT), 16 May 2023

The Department of the Air Force Air Combat Command (ACC) has issued a Justification and Approval (J&A) for Other Than Full and Open Competition under the authority of 10 USC 3204(a)(1) as implemented by FAR 6.302-1 for the MQ9 CAT/CWD bridge contract modification. The justification cites the requirement for the MQ9 CAT/CWD systems and services, which can only be provided by the incumbent contractor. This sole source bridge contract will extend the existing contract FA489019C0003, which was awarded to an unknown vendor on July 1, 2024 for an unknown amount, while the agency prepares for a full and open competition for these critical capabilities.

This solicitation seeks proposals to provide MQ-9 Aircrew Training Support services for the Department of the Air Force Air Combat Command. The contractor shall provide personnel, equipment, materials and other resources to support MQ-9 remotely piloted aircraft aircrew academic instruction, courseware development, and intelligence, surveillance and reconnaissance test and training at multiple locations including Holloman AFB, White Sands Missile Range, Creech AFB, the USAF Weapons School, and 556th Test and Evaluation Squadron. Proposals will be evaluated based on technical acceptability, past performance, and price factors, with past performance being the most important. Proposals are due by December 4, 2023.
The opportunity is set aside for total small businesses. The NAICS code is 611430 and PSC code is R425. Potential incumbents include Crew Training International, DelMar Aerospace, Nova Technologies, RPS Defense, SOF Intelligence Solutions, Sonoran Technologies, ThreatTec, Transtecs, Vector Solutions and Valiant. The period of performance is a one year base period from May 2024 to April 2025, with four one-year option periods extending to April 2029. 8/8/24, 3:49 PM NOTICE OF INTENT – Bridge Action For: Contract FA489019C0003, MQ-9 Contract Aircrew Training and Courseware Development (CAT/CWD)
The Department of the Air Force Air Combat Command is seeking a bridge contract for MQ-9 Contract Aircrew Training and Courseware Development services. The primary objective is to support RPA pilot training at multiple Air Force bases including Holloman AFB, Creech AFB, March ARB, and Hancock Field ANGB. The contract requires comprehensive training services encompassing academic instruction, training device instruction, flight training instruction, and courseware development using an instructional systems development approach. Training will cover qualification levels including Initial Qualification, Combat Mission Readiness, Requalification, and Instructor Upgrade for both U.S. and foreign military sales aircrews. The Request for Information (RFI) responses are due by December 19, 2024, at 12:00 PM ET, with the government anticipating award by March 31, 2025.
